Celestar Corporation is seeking multiple candidates to build a pipeline for Technology Protection Engineers - Level II who will perform duties in support of the U.S. Army Intelligence and Security Command (INSCOM), Army Security Office (ASO), and Army Research and Technology Protection Center (ARTPC), and will be seated in Huntsville, AL. BACKGROUND:
The U.S. Army Intelligence and Security Command (INSCOM) Army Security Office (ASO) Army Research and Technology Protection Center (ARTPC) Support Services has initiated this effort to provide support in the development of security related documentation to include Science & Technology Protection Plans (S&T PP) and Program Protection Plans (PPPs), critical technology reviews, and threat/mitigation plans that utilize a systematic approach to technology protection, intelligence analysis, and multi- discipline security specialist support to provide risk mitigation across the Army to protect Army personnel, facilities, infrastructure, networks and national security information.
The United States research laboratories, engineering centers, and defense industrial base are developing the advanced technology that will form the heart of the Army's future fighting force. Foreign Governments and companies that both use and sell military systems will go to great lengths to acquire the advanced technologies that dominate future warfare. Identification and protection of those technologies is essential to the Army's mission and ability to fight and win when those systems are fielded. When foreign Governments and companies illegally acquire knowledge of the U.S. advanced technologies, it is also essential that the Army understand the effect of that compromise. The Army must have an integrated Research and Technology Program (RTP), Security, Cyber Incident Damage Assessment (CIDA) program, and Modernization Security Protection (MSP) with the ability to perform these critical missions with a high degree of confidence of success.
RESPONSIBILITIES
  • Provide RTP engineering analysis, including Controlled Technical Information (CTI) identification, Critical Program Information (CPI) assessments, Critical Function (CF) analysis, supply chain analysis, vulnerability analysis, and risk evaluation.
  • Provide inputs to threat identification, security-related protection measure development, and countermeasures development recommendations based on engineering analysis results.
  • Document results of the support and related meetings (other than recurring) will be documented in an ARTPC assessment/survey memorandum, AAR/Executive Summary (EXSUM), in the customer tracking database, and as part of the monthly status report (MSR).
  • Work with government and contractor security specialists to develop an effective Interim/S&T Protection Plan and/or Program Protection Plan and ensure the plan is satisfactorily implemented at Government as well as contractor facilities where CTI and/or CPI reside.
  • Conduct CPI Surveys, CPI Assessments, and CTI identification methodology reviews, on behalf of Army customers.

REQUIREMENTS
  • Bachelor's Degree in Engineering (e.g., mechanical, electrical, civil, chemical, aerospace, materials, etc.).
  • Four (4) years of engineering experience.
  • Experience in briefing and interacting with SES/General Officer levels preferred.
  • Exceptional oral and written communication skills to effectively interface with senior military officials, managers, and subordinates.
