Overview


Client First Technologies currently is seeking an IT Program Manager to support our government customer in managing large enterprise license agreements. The IT Program Manager will provide end-to-end management support for the customer’s Enterprise Agreements (EA), including planning, schedule and risk management and program-level monitoring and controlling. In addition, the IT Program Manager will drive enterprise technology optimization and cost decision-making activities. Successful candidates will be motivated self-starters who thrive in a dynamic, team-based environment. They will bring a strong blend of management, data analysis and consultative skills to perform responsibilities.

This is a full-time, remote position.

Requirements:

Responsibilities

  • Provide the full project lifecycle (initiation, planning, execution, closeout) using accepted PM standards and VA/customer procedures
  • Develop and maintain project charters, schedules, and plans; ensure all artifacts are retrievable by customer personnel for review and approval
  • Maintain a single, consolidated, authoritative EA issue log covering milestones, risks, variances, costs, resources, and SLA commitments
  • Facilitate kickoffs, working groups, and status meetings; run formal reviews with sponsors, business owners, SMEs, and stakeholders to confirm deliverable acceptance
  • Deliver weekly status updates to the customer’s Program Managers; escalate issues requiring leadership decisions
  • Coordinate with customer partners, internal teams, and external vendors
  • Support refinement of project standards and quality objectives consistent with customer guidance; route documentation through the customer PM for approval prior to implementation
  • Manage change control - notify affected groups of approved changes and track corrective actions against plan
  • Support governance & oversight across identity, security, compliance, offline personas, ordering guidance, and EA maturity/strategic roadmap activities
  • Maintain SLA tracking and security/compliance posture reporting for EAs
  • Analyze enterprise-wide technology needs by determining whether full EA product entitlements are warranted, or whether alternative access methods meet the requirement at lower cost
  • Synthesize cost data and utilization data into data-driven optimization recommendations that inform EA renewal and negotiation strategy
  • Make recommendations to the customer and product owners on licensing-mix and platform-substitutions surfaced by the analyst roles

Qualifications

  • Minimum seven (7) years of professional experience
  • Minimum two (2) years successfully managing IT projects
  • Bachelor's degree in an IT-related field
  • Experience managing enterprise-scale IT programs, preferably within federal environments
  • PMP certification or demonstrated proficiency with PMP-aligned project management, risk management, and schedule oversight
  • Demonstrated ability to coordinate across multiple technical and business teams and vendors
  • Working understanding of enterprise licensing, identity management, compliance, and security considerations
  • Ability to synthesize cost and utilization data into enterprise-scale technology and entitlement strategy decisions
  • Strong executive communication skills; ability to brief senior VA leadership with decision-ready recommendations

  • Must be able to sit and stand for extended periods of time
  • Occasional travel and overtime may be required
