Nemean Solutions, headquartered in Sierra Vista, AZ, is a certified SBA 8(a) Native Hawaiian Organization (NHO) and veteran-operated company providing advanced Military Intelligence, Enterprise and Cloud IT services, Cybersecurity, Special Operations Forces (SOF) Exercise and Training, and niche Program Support and Professional Services to Federal and State Agencies supporting the US Government Defense, Intelligence and Aerospace sectors.


This position is being posted for a potential government contract opportunity. 


Job Overview:

The Senior Financial Analyst leads all financial management operations for the PM MAGTF C2 Program Management Office. This individual serves as the primary point of contact for budget execution, PPBE cycle management, and financial reporting across all five Product Owner areas (CAC2S, TBMCS-MC, CTN, EMC2, NOTM). The role reports to the Program Manager and supervises the Junior Financial Analyst .


Support Hours: Applicant shall be available during core work hours as established the Government customer.


Essential Duties & Responsibilities:


Core financial management duties:

  • Lead PPBE cycle execution including POM preparation, submission, and defense.
  • Generate daily and weekly financial execution reports and Funding Action Requests (FARs) via PR Builder.
  • Track budget execution against OSD benchmarks; identify and flag variances proactively.
  • Manage spend plans, FY closeout/startup analysis, and obligation rate monitoring.
  • Reconcile dormant and abnormal accounts; support DCAA audit requirements.

Systems and tools:

  • Operate DAI, EDA, PBIS, MCPRIME, DAR-Q, Cerberus, SMARTS, and Command Financial Dashboard.
  • Generate reports from PR Builder and DAI iProcurement module.
  • Maintain financial data across SharePoint collaboration sites.

Reporting and coordination:

  • Deliver monthly financial execution reports to COR and PM leadership.
  • Support PMR financial briefing packages and Congressional inquiry responses.
  • Provide ad hoc RFI reporting to government stakeholders.
  • Coordinate with Junior Financial Analyst on daily execution tasks and professional development.

Requirements

Minimum Requirements:

  • BS degree in Finance, Accounting, or Business.
  • 10+ years of financial management experience, with at least 5 years supporting DoD acquisition programs.
  • DAWIA Financial Management certification or equivalent.
  • Proficiency in DAI, CERBERUS, SMARTS, and PR Builder.
  • Demonstrated experience with Marine Corps PPBE and POM processes.
  • Strong working knowledge of DoD financial management regulations and policies.

Preferred Skills: 

  • DCAA audit support experience.
  • CPA certification.
  • Prior experience supporting MARCORSYSCOM or PEO Land Systems programs.
  • Familiarity with AC2SN / PM MAGTF C2 financial operations.
  • Experience with SAFe Agile financial cadences (PI planning, iteration budgeting).
  • Knowledge of MCPRIME, DAR-Q, and Marine Corps-specific financial tools.
