Job description


We are seeking a highly experienced Subject Matter Expert (SME) with extensive U.S. Marine Corps Knowledge Management (KM) and Training & Readiness (T&R) expertise to support the modernization of the legacy Information Management Officer Qualification (IMOQ) course into the updated Knowledge Management Officer Qualification (KMOQ) distance learning program.


As a proposed Key Personnel member, you will provide operational expertise in Knowledge Management (KM), Knowledge Engineering (KE), Command and Control (C2), and Marine Corps Training & Readiness (T&R) standards. You will work closely with our instructional design and eLearning partner, Interactive Advantage Corporation, to ensure course content is technically accurate, instructionally sound, and aligned with current Marine Corps doctrine and training requirements.


Key Responsibilities

  • Conduct a comprehensive review of the legacy IMOQ curriculum and identify content gaps based on current Marine Corps KM, KE, and C2 doctrine.
  • Map course Knowledge, Skills, and Abilities (KSAs) to MOS 8055 Training & Readiness (T&R) standards.
  • Review and validate instructional materials for technical accuracy, doctrinal compliance, and operational relevance.
  • Provide recommendations on instructional delivery methods and multimedia approaches appropriate for Marine Corps learners.
  • Participate in Government In-Progress Reviews (IPRs) and provide subject matter expertise throughout course development.
  • Collaborate with instructional designers and developers to ensure training content accurately reflects current Marine Corps operational practices.

Required Qualifications

  • Former U.S. Marine Corps Officer or Senior Enlisted Leader with direct Knowledge Management Officer (MOS 8055), Information Management (MOS 8067), or equivalent Knowledge Management experience.
  • Demonstrated knowledge of Marine Corps Training & Readiness (T&R) standards and curriculum alignment.
  • Experience with Knowledge Management (KM), Knowledge Engineering (KE), and Command and Control (C2) concepts within the Marine Corps.
  • Ability to serve as a technical advisor and domain expert on a federal training modernization effort.

Preferred Qualifications

  • Experience with MarineNet (MCeLE) or other Department of Defense distance learning platforms.
  • Background supporting curriculum development, instructional systems design, training modernization, or military education programs.
  • Familiarity with SCORM-compliant eLearning environments (technical authoring experience is not required).


Ideal Candidate

The ideal candidate is a former U.S. Marine Corps Major, Lieutenant Colonel, Colonel, Chief Warrant Officer, Gunnery Sergeant, Master Sergeant, or Sergeant Major with extensive experience in Marine Corps Knowledge Management and Training & Readiness. Candidates who have supported Headquarters Marine Corps (HQMC), Training and Education Command (TECOM), Marine Corps University, or similar organizations are highly preferred.


Location: Remote with occasional virtual and/or in-person coordination at Headquarters Marine Corps (Washington, DC) and Training and Education Command (TECOM), Marine Corps Base Quantico, VA.
