Systematic Review information

What is a systematic review?

A Systematic Review job involves conducting comprehensive and structured reviews of existing research to answer specific questions. Professionals in this role systematically collect, evaluate, and synthesize relevant studies following predefined protocols to minimize bias. These reviews are commonly used in healthcare, social sciences, and policy-making to inform decisions based on high-quality evidence. Responsibilities may include literature searching, data extraction, quality assessment, and report writing. Strong analytical skills, attention to detail, and familiarity with research methodologies are essential for success in this role.

What are some typical challenges faced when conducting systematic reviews?

Systematic reviewers often encounter challenges such as managing large volumes of literature, ensuring unbiased and thorough data extraction, and dealing with incomplete or inconsistent information across studies. Coordination among team members, particularly when studies use different methodologies or report outcomes variably, can also pose difficulties. Staying up-to-date with best practices and maintaining rigorous documentation throughout the review process is essential. Overcoming these challenges requires strong project management skills and effective collaboration, making systematic reviews a demanding but rewarding research role.

What are the key skills and qualifications needed to thrive in the systematic review position, and why are they important?

To excel in a Systematic Review position, you need strong research skills, critical thinking, and expertise in literature search and synthesis, often supported by an advanced degree in health sciences or social sciences. Familiarity with databases such as PubMed, Embase, and tools like Covidence or RevMan, along with knowledge of PRISMA guidelines, is typically required. Attention to detail, organizational ability, and effective communication make candidates stand out in this meticulous and collaborative role. These competencies are crucial for producing high-quality, transparent, and reproducible systematic reviews that inform evidence-based decision-making.

Equity Identification & Referral Management:

  • ย Identify other agency equities; prepare and track referrals; consolidate responses; reconcile conflicts; maintain comprehensive audit trail.

Redaction & Release Preparation:

  • ย Apply appropriate redactions; verify citation and exemption rationale; produce releasable copies and determination letters.

Quality Assurance:

  • Conduct peer reviews; implement corrective actions; contribute to SOPs and job aids; support continuous improvement initiatives.

Stakeholder Communication:

  • ย Coordinate with government MDR officers, FOIA/Declassification teams, program management, and external agencies; provide status updates and risk flags.

Data & Reporting:

  • Maintain accurate metadata in tracking systems (e.g., case management tools, SharePoint); produce weekly/monthly metrics; support dashboards and briefings.

Security & Handling:

  • ย Comply with SCIF procedures, marking/derivative classification rules, destruction/transfer protocols, and secure IT usage.

Training & Mentorship (Senior):

  • ย Coach junior analysts; deliver quickreference guides; assist with onboarding and knowledge transfer.

Required Qualifications:

  • Bachelorโ€™s degree (e.g., International Affairs, History, Information/Library Science, Security Studies, Public Policy) or equivalent experience.
  • 2+ years (Analyst) or 5+ years (Senior Analyst) experience in MDR, FOIA declassification, or classified records review in a federal environment (DOS preferred).
  • Demonstrated expertise applying classification/declassification principles, equities identification, and exemption criteria.
  • Experience with case management systems, records repositories, and collaboration tools (e.g., SharePoint, eRecords, Afiles, cable databases).
  • Strong analytical writing: ability to draft clear determinations, rationales, and correspondence.
  • Detail orientation with proven ability to meet timeliness, accuracy, and throughput targets.
  • Ability to work in SCIF or controlled records environments; familiarity with secure handling and chainofcustody practices.
  • Excellent communication and stakeholder coordination skills.

Preferred Qualifications

  • Prior experience supporting Department of State MDR/FOIA/Declassification programs (e.g., ARPs, IPS/IR, or bureau records offices).
  • Knowledge of interagency equities and referral processes (e.g., DoD, IC elements, NARA, other federal agencies).
  • Familiarity with classification guides, sensitivity markings, dissemination controls, and statutory/regulatory frameworks relevant to declassification and public access.
  • Experience preparing release packages: redaction tools, citations, justification templates, and correspondence.
  • Process improvement exposure (e.g., Lean, Six Sigma, SOP optimization).
  • Advanced tools: OCR, ediscovery platforms, digital redaction, and metadata QC.
  • Foreign language reading proficiency (nicetohave for select records).
