Summary Designs, specifies, configures, installs, manages, supports, coordinates and maintains the city-wide computer networks. Computer network(s) includes, but is not limited to, switches, fiber optic connectivity, wireless technologies, telephony equipment, and other devices connected to or inter-connecting the City network. Establishes priorities, plans projects, installs network equipment and software, supports the layer 3 network, and may assign and oversee network tasks of other IT staff.
Also facilitates limited workstation support to include advanced configuration of systems, advanced installations, troubleshooting and user training/support. The position requires that the Network professional exercise discretion and independent judgment with respect to complex networking and security issues that impact city-wide operations. Job Duties IT Network professionals in the roles of analyst, administrator, engineer, and architect each have distinct responsibilities: Architects focus on high-level, enterprise-wide solutions, Engineers focus on system design and implementation, Administrators focus on evaluating and improving networks, and Analysts focus on ongoing daily maintenance and support.
Network Architect: Focus: Designs and develops the overall network infrastructure and solutions for an organization, considering business needs and technical feasibility. Responsibilities: Develops Citywide network strategies, designs solutions, manages communications, security, and ensures compliance. Skills: Strong technical skills, analytical skills, problem-solving skills, and the ability to communicate and collaborate with stakeholders.
Network Engineer: Focus: Designs, implements, and maintains networks to meet the needs of various City departments. Responsibilities: Troubleshoots technical issues, develops solutions, and manages projects. Skills: Strong technical skills, coding/scripting ability, knowledge of various operating systems, network topologies and technologies, and the ability to communicate with stakeholders.
Network Administrator: Focus: Analyzes business and technology needs to identify and propose new network solutions or major improvements to existing networks and devices/systems. Responsibilities: Interacts with all stakeholders, develops functional specifications, collaborates with vendors, and monitors the effectiveness of network solutions. Skills: Analytical skills, communication skills, and knowledge of network topologies and technologies.
Network Analyst: Focus: Monitors and maintains networks, devices, and related infrastructure. Responsibilities: Repairs, upgrades, and configures networks and devices, provides technical support, and applies updates and patches. Skills: Strong technical skills, knowledge of operating systems and networking, and the ability to troubleshoot and resolve technical issues.

General Systems Responsibilities: Designs, specifies, configures, installs, and maintains LAN/WAN hardware, software, and telecommunications services such as specific IT software, NextGen firewalls, wireless equipment, routers, switches, low voltage cabling, Internet connectivity, and other networking related technologies. Performs network administration functions to include assessing and resolving problems arising from security, network hardware, network software, and workstation network connectivity.
Establishes network priorities and may assign network tasks to other IT staff and oversee their work. Designs, develops and oversees the adherence to policies and best practices related to fault management/resolution of the city-wide network; including participation in disaster recovery procedures, and ongoing network management using diagnostic tools. May be assigned other key technologies as appropriate by leadership.
Identifies and reviews key baseline statistics for network monitoring. Analyzes network performance on a routine basis, identifying any potential problem areas. Resolves problems in an expeditious manor and makes recommendations for other changes as appropriate.
Mentoring staff to achieve desired outcomes in support of a 24x7 environment supporting public safety and city operations. Maintains networked systems diagrams and documentation for configuration management and audit purposes including, but not limited to procedures, hardware inventory and network infrastructure. Provides excellent customer service to both internal customers and external customers.
Ensures that appropriate status and detail updates are provided to stakeholders where needed. Assumes responsibility for resolving complex network problems, which require extensive research and analysis or originating new techniques due to technological developments. Reviews and consults on requirements for systems hardware and network purchases.
Coordinates with and oversees activities of hardware, software, telecommunications, support and training vendors. Integrates with the Information Security team as needed for investigations and inquiries pertaining to infrastructure security and privacy. Provides support for various system needs such as network connectivity and telephone equipment.
Communicates and may negotiate contracts with outside vendors who specialize in cabling, networking, and telephone systems as requested by the CIO. Reviews and consults on requirements for systems hardware and network purchases. Coordinates with and oversees vendors providing networking technology & services to the City.
Performs on-call and after-hours duties as necessary as well as other related duties as required. Participates in and/or leads all networking maintenance activities during off-hours monthly maintenance windows. Network priorities are established and overseen by the IT Director and the IT Operations Manager in close collaboration with City department directors.
Given the Network team's staffing levels, projects supporting Department of Water Resources will be prioritized and assigned to designated Network resources as appropriate. Minimum Qualifications For ANALYST (Grade 25): Education: Bachelors/Associates degree in Computer Science or related field (preferred) IT Experience:1-5 years of related IT experience (required) Leadership Experience: 1-2 years of IT Project Management experience (preferred) Public Sector Experience: 1-2 years of Public Sector experience (preferred) Certifications: Basic level IT technical certifications (preferred) For ADMINISTRATOR (Grade 26): Education: Bachelors/Associates degree in Computer Science or related field (preferred) IT Experience:5-8 years of related IT operational experience (required) Leadership Experience: 3-5 years of IT Project Management experience (required) Public Sector Experience: 3-5 years of Public Sector experience (preferred) Certifications: Basic level IT technical certifications (required) For ENGINEER (Grade 27): Education: Bachelors/Associates degree in Computer Science or related field (preferred) IT Experience:8-10 years of related IT operational experience (required) Leadership Experience: 6-8 years of IT Project Management experience (required) Public Sector Experience: 3-5 years of Public Sector experience (required) Certifications: Advanced level IT technical certifications (required) For ARCHITECT (Grade 28): Education: Bachelors/Associates degree in Computer Science or related field (preferred) IT Experience:15+ years of related IT experience (required) with 10+ years of IT operations (required) Leadership Experience: 10+ years of IT Project Management experience (required) Public Sector Experience: 7+ years of Public Sector experience (required) Certifications: Advanced level IT technical certifications (required) General Knowledge, Skills and Abilities: Knowledge of network management concepts and communications equipment including by not limited to layer 2 and 3 network technologies. Working knowledge of routing protocols and the ability to troubleshoot them.
Knowledge of personal computers and current operating systems. Strong analytical skills. Ability to exercise considerable judgment and ingenuity in resolving complex network and security issues.
Ability to design and develop systems and document procedures. Maintain documentation for activities within the team. Ability to communicate technical information clearly and effectively, both orally and in writing.
