- 5+ years of Quality Assurance knowledge, including test planning, UAT, test scenarios, and collaboration with QA teams.

DESCRIPTION OF SERVICES
Position Summary
The Business Analyst / System Analyst will be responsible for gathering, analyzing, documenting, and validating clear, unambiguous, and testable business requirements. The analyst will work closely with business stakeholders, project teams, vendors, and technical resources to understand business needs, existing and future-state processes, data, and system functionality.
This role will also serve as the ScrumMaster for campaign finance-related projects, with heavy usage of JIRA and/or Monday.com, while coordinating with the PMO Project Manager on required project artifacts and documentation for State of Michigan initiatives.
The ideal candidate will have a strong mentor/teaching background and the ability to promote an Agile mindset, support vendor teams, establish repeatable processes, and help transition the business area from project implementation into long-term maintenance mode.
Key Responsibilities
  • Gather, analyze, and document clear, unambiguous, and testable business requirements in accordance with established templates, policies, standards, and guidelines.
  • Facilitate requirements-gathering meetings with business stakeholders, project team members, vendors, and other impacted parties.
  • Analyze existing As-Is and future-state To-Be business processes, data, and systems to identify requirements and process improvements.
  • Translate business requirements into epics, features, user stories, acceptance criteria, and actionable backlog items.
  • Serve as ScrumMaster for Agile projects and facilitate Agile ceremonies as required.
  • Develop, maintain, and prioritize the Agile project backlog in collaboration with the Product Owner.
  • Utilize JIRA and/or Monday.com to manage project activities, requirements, backlog items, and workflow throughout the project lifecycle.
  • Work with business stakeholders to create test plans, UAT scenarios, and repeatable testing processes.
  • Partner with QA, development, architecture, database, UI/UX, and vendor teams to ensure requirements and expected system functionality are clearly understood.
  • Create and maintain technical, functional, and business process documentation to support ongoing maintenance and knowledge transfer.
  • Ensure repeatable processes are established and documented beyond the current project lifecycle.
  • Monitor requirements and project scope to ensure alignment with project objectives and business needs.
  • Understand high-level information governance objectives and ensure appropriate stakeholder participation and awareness regarding data requirements.
  • Support the resolution of critical IT issues from a Business Analyst perspective.
  • Assess and communicate the potential impact of changes to project scope, requirements, processes, and business objectives.
  • Ensure Business Analyst responsibilities related to System Engineering Methodology (SEM) deliverables are completed, reviewed, and approved.
  • Coordinate closely with the PMO Project Manager regarding required project documentation and artifacts.
  • Collaborate with vendor partners and technical teams to ensure solutions meet requirements for functionality, scalability, and business needs.
  • Mentor and coach business users and project participants to strengthen Agile practices and facilitate the transition from project mode to maintenance mode.

Required Skills and Experience
  • 5+ years of experience as a Business Analyst / System Analyst / Business Systems Analyst.
  • 5+ years of Quality Assurance knowledge, including test planning, UAT, test scenarios, and collaboration with QA teams.
  • 5+ years of experience with Agile tools and methodologies.
  • 5+ years of experience creating and managing epics, features, user stories, acceptance criteria, and Agile backlogs.
