The HSE Specialist is responsible for implementing CONAM Construction Co.'s Health, Safety, and Environmental (HSE) Awareness and Compliance Program on the assigned project in Milan, New Mexico. The incumbent ensures all aspects of the program are implemented and maintained throughout the course of the project, and that worker safety remains the highest priority.

This position is project field based, with the majority of each day spent at the jobsite alongside craft and subcontractor personnel. The HSE Specialist supports multi-discipline construction work, including civil, mechanical, structural, piping, and electrical scopes, and serves as the day-to-day HSE resource for the project team. The role carries stop-work authority and is expected to exercise it without hesitation when conditions warrant.

Essential Duties and Responsibilities

The following duties are representative of the position. Other duties may be assigned as project conditions require.

• Perform comprehensive hazard analyses for each critical phase of project work. Meet with management, craft supervisors, and subcontractor superintendents to identify project hazards, analyze worker and facility risks, and plan mitigating actions across the project timeframe.
• Manage the availability and proper use of Personal Protective Equipment (PPE) for all personnel, and the timely emplacement of physical hazard mitigation measures, including engineered solutions that reduce worker exposure to hazards throughout the worksite.
• Assist crews in the development of work permits and SETA (Safety and Environmental Task Assessment) cards. Understand and implement the site Emergency Action Plan and support drills and emergency response readiness.
• Perform daily full worksite inspections using a prepared checklist to confirm that safe work practices are being followed and that a safe working environment is maintained for staff, craft, and the subcontractor workforce. Provide written results of daily inspections to the Superintendent and Project Manager.
• Conduct scheduled and unscheduled safety audits of ongoing construction operations with participation by the Construction Manager. Prepare written audit reports and track progress to implement needed changes and close corrective actions.
• Participate in accident and near-miss incident investigations and prepare written reports for CONAM management and the client as required. Ensure incident reporting analyzes and determines root causes and provides clear, actionable recommendations for improvement.
• Ensure that the results of investigations are communicated back to the project workforce and subcontractors through written summaries and/or the Weekly Project Safety Meeting.
• Ensure pre-work inspections are conducted on all mobilized construction equipment and power tools. Confirm current certifications are in place for all lifting equipment brought onto the project worksite.
• Assist work crews in accessing Safety Data Sheets (SDS) and interpreting SDS information.
• Review all specific work procedures developed by project staff and subcontractors to confirm that essential provisions and precautions have been planned to assure safe performance of the work. This includes identifying and preparing procedures for the use and disposal of hazardous materials, procuring hazardous area work permits, and taking appropriate steps to mitigate exposure of project personnel to hazardous working conditions.
• Deliver and document new hire HSE orientation, toolbox talks, and task-specific training, and maintain training and certification records for the project workforce.
• Administer and verify compliance with critical program elements including fall protection, excavation and trenching, confined space entry, energy isolation (LOTO), hot work, crane and rigging, hoisting, electrical safety, and hazard communication.
• Support environmental compliance for the project, including stormwater, erosion, and sediment control (SWPPP) inspections, spill prevention and response, and waste characterization, handling, and disposal in accordance with federal, state, and local requirements.
• Maintain project HSE records and reporting, including leading/lagging indicator reporting, inspection and audit logs, and client-required HSE submittals.
• Interface with the client, regulatory agencies, and third-party representatives during site visits, inspections, and audits, and support the Project HSE Manager during regulatory engagement.
• Verify subcontractor HSE program compliance, including review of subcontractor JHAs, competent person designations, training records, and equipment certifications.
• Support the return-to-work and case management process for work-related injuries and illnesses in coordination with HR and the Project HSE Manager.
• Exercise stop-work authority for any activity presenting an imminent or uncontrolled hazard, and escalate unresolved issues promptly.
• Promote a visible, engaged safety culture through coaching, positive reinforcement, and consistent field presence.

Required Qualifications

• High school diploma or GED required.
• Minimum of five (5) years of HSE experience in oil and gas, heavy industrial, energy, utility, or commercial construction.
• Minimum of two (2) years of HSE leadership experience in oil and gas, heavy industrial, energy, utility, or commercial construction.
• OSHA 30-Hour Construction completion.
• Current First Aid, CPR, and AED certification.
• Working knowledge of OSHA 29 CFR 1926 and 29 CFR 1910 standards.
• Demonstrated ability to conduct hazard analyses, jobsite inspections, safety audits, and incident investigations, and to produce clear written reports.
• Proficiency with Microsoft Office (Word, Excel, Outlook, Teams) and comfort with electronic HSE reporting and inspection platforms.
• Strong verbal and written communication skills, with the credibility to influence craft, supervision, and subcontractor personnel.
• Valid driver's license with an acceptable motor vehicle record.
• Ability to pass pre-employment and ongoing background, drug, and alcohol screening in accordance with company and client requirements.

Preferred Qualifications

• Associate's or Bachelor's degree in Occupational Safety and Health, Environmental Science, Engineering, or a related field.
• Professional credential such as CHST, ASP, CSP, or OHST.
• OSHA 500 / 510 authorized outreach trainer status.
• Competent person training in excavation, fall protection, confined space, or scaffolding.
• Experience with multi-craft or multi-subcontractor sites and with client-embedded HSE programs.
• Familiarity with environmental permitting and stormwater compliance in Milan, New Mexico.

Physical Requirements and Work Environment

• Work is performed primarily outdoors at an active construction site and is subject to heat, cold, humidity, precipitation, noise, dust, and uneven terrain.
• Must be able to walk, stand, stoop, kneel, crouch, and climb for extended periods over the course of a full shift.
• Must be able to climb ladders and stairs, work at elevation, and enter and inspect confined spaces and excavations.
• Must be able to lift and carry up to 50 pounds occasionally.
• Must be able to wear all required PPE, including hard hat, safety glasses, hearing protection, high-visibility clothing, FR clothing, safety-toe boots, and respiratory protection where required (subject to medical clearance and fit testing).
• Extended hours, shift work, and occasional weekend work may be required to support project schedules and outages.
