Position Overview
Davey Resource Group (DRG) is seeking a motivated Stormwater and Compliance Inspector to support and expand stormwater compliance services throughout the state of Ohio and Western Pennsylvania. This role is a strategic growth position focused on pursuing new stormwater and NPDES compliance opportunities, supporting existing & new clients, and integrating compliance services into active construction, maintenance, and restoration projects.
The ideal candidate is independent, client-facing, and technically strong, with hands-on experience conducting NPDES permit compliance inspections, SWPPP inspections, equipment operation, and construction-related environmental compliance.
Job Duties
  • Perform NPDES stormwater compliance inspections and reporting in accordance with federal, state, and local permit requirements, including Ohio Construction General Permit (CGP) compliance and Pennsylvania DEP Chapter 102 where applicable.
  • Conduct, manage, and audit Stormwater Pollution Prevention Plans (SWPPPs) to ensure compliance with NPDES permit conditions.
  • Review construction plans to ensure ESC measures are effective, compliant, and practical for field implementation
  • Support NPDES permitting compliance, including coordination of inspection schedules, corrective actions, and documentation tracking.
  • Serve as a client-facing representative for stormwater and NPDES compliance services, supporting business development, client retention, and strategic market growth in Ohio and Western Pennsylvania
  • Coordinate with contractors, project managers, and operations staff to ensure erosion and sediment control BMPs and stormwater measures are properly installed, maintained, and documented.
  • Integrate stormwater and NPDES compliance services into existing construction, restoration, and maintenance projects when feasible.
  • Communicate compliance findings, deficiencies, and corrective actions clearly between field crews, management, and clients.
  • Prepare inspection reports, compliance logs, corrective action documentation, and regulatory correspondence using company and client-specific
  • platforms.
  • Coordinate with local, state, and federal agencies regarding NPDES, stormwater, erosion

Qualifications
Qualifications
  • Associate's or Bachelor's degree in Environmental Studies, Environmental Science, Natural Resources, or related field.
  • Demonstrated experience performing NPDES stormwater and/or SWPPP inspections on construction or maintenance projects 1+ years.
  • Working knowledge of NPDES permitting requirements, Ohio Construction General Permit, Pennsylvania DEP Chapter 102, Pennsylvania DEP PAG-01 and PAG-02 regulations, erosion and sediment control BMPs, and stormwater compliance documentation.
  • Ability to manage multiple projects and deadlines with limited supervision.
  • Strong written and verbal communication skills, including client-facing interactions.
  • Ability to work independently and as part of a multidisciplinary team.
  • Proficiency with Microsoft Office and/or Google Suite; ability to learn company-specific compliance platforms.

Preferred Qualifications
  • State or industry stormwater / erosion control certifications, or ability to obtain. CPESC, CESSWI, QVSI, OSHA 30, SWPPP Inspector, Ect...
  • MS4 program familiarity and the understanding of municipal separate storm sewer system & management processes.
  • Strong construction background, including experience working with heavy equipment and active job sites.
  • Familiarity with SPCC plans, chemical handling, and waste management best practices.
