Job description

Under the direction of the Supervisor, Compliance, the Compliance Analyst - Promotions & Procedures develops, revises and analyzes processes, in a dual-function capacity, to ensure compliance through strong internal controls and regulatory oversight of promotional activities.

ESSENTIAL DUTIES AND RESPONSIBILITIES

1. Supports the development revisions, and implementation of policies, procedures, internal controls, and promotions processes to ensure compliance, mitigate risk, and prevent illegal activities. Reviews and approves on average 150 processes and promotions that align with regulatory requirements and best practices.
2. Performs risk assessments, root cause analyses, and process evaluations to identify control gaps and recommend corrective actions.
3. In collaboration with the Sr. Compliance Analyst and the Sr. Marketing Compliance Analyst, reviews, approves or rejects marketing initiatives, promotions, and rules to ensure fairness, proper controls, and mitigation of fraud and reputational risk.
4. Performs research, analytical assessments, and regulatory interpretation to ensure marketing programs, promotional activities, and gaming operations comply with applicable laws and policies.
5. Interprets regulatory requirements and converts them into procedural guidance to ensure stakeholder accountability for compliance and clear ownership of processes.
6. Conducts follow-up reviews and monitors activities to validate the effectiveness of controls and ensure proper implementation of regulatory requirements.
7. Provides regulatory oversight of promotional activities, including digital and social media platforms, and identifies when escalation to legal counsel is required.
8. Supports investigations, complaints, and regulatory inquiries, through documentation, reporting, and coordination with other departments and enforcement agencies.
9. Performs reporting, communication, and coordination functions, including preparing reports, participating in cross-functional meetings, managing priorities, and maintaining confidentiality.
10. Performs other duties as assigned to support the ecient operation of the department.

EDUCATION, EXPERIENCE AND QUALIFICATIONS

  • Bachelor's Degree in Business Administration, Accounting, Gaming Law/Regulatory Affairs, or related field is required.

  • Minimum three (3) years of direct hands-on experience in regulatory, audit, compliance, marketing, promotions, or technical writing roles, industry, is required.

  • Experience in a gaming business or Tribal Gaming industry preferred.

  • Minimum one (1) year of relevant experience working in sweepstakes, contests, fair advertisement and social gaming environments is preferred.

  • Related, relevant, and/or direct experience may be considered in lieu of minimum educational requirements indicated above.

KNOWLEDGE, SKILLS AND ABILITIES (KSA)

  • Knowledge of regulations related to sweepstakes, contests, and fair advertising.

  • Intermediate proficiency in MS365 required.

  • Advanced internet research skills are required; must be able to conduct Boolean searches, reference research material, and evaluate the credibility of information sources.

  • Must be a highly effective communicator and be able to communicate with all levels within the enterprise.

  • Ability to effectively manage multiple projects and implement a change management process is required.

  • Ability to demonstrate utmost discretion and confidentiality to protect private and sensitive information such as social security numbers, credit cards, personal data or financial data from colleagues, personnel or customers.

  • Ability to develop and implement internal controls and assess program effectiveness and regulatory compliance, ensuring marketing and gaming activities align with federal, state, and Tribal regulations while maintaining fairness and public trust.

LICENSES, CERTIFICATIONS AND REGISTRATIONS

  • At the discretion of the San Manuel Tribal Gaming Commission, you may be required to obtain and maintain a gaming license.

  • COSO Internal Control Framework certification is preferred.

  • COSO Enterprise Risk Management certification is preferred.

  • Authorized Driver: Role requires operation or driving of Tribe-owned vehicles or driving patron vehicles. A valid driver's license with an acceptable driving record as determined by the insurance carrier is required.

PHYSICAL REQUIREMENTS/ WORKING CONDITIONS - ENVIRONMENT

  • Primary work environment is in a climate-controlled office setting.

  • Work requires travel to attend meetings, trade shows, and conferences.

  • Hearing sufficient to hear conversational levels in person, via videoconference and over the telephone.

  • Speech sufficient to make oneself heard and understood in person, in front of groups, in meetings, via videoconference and over the telephone.

  • Visual acuity that meets the requirements of the position: The worker is required to have close visual acuity to perform an activity such as preparing and analyzing data and figures; transcribing; viewing a computer terminal; expansive reading and visual inspection of employees, visitors or facility.

  • Mobility sufficient to safely move in an office environment, walk, stoop, bend and kneel, and enter, exit and operate a motor vehicle in the course of travel to promotional events, meetings, conferences, trade shows and San Manuel properties.

  • Endurance sufficient to sit, walk and stand for extended periods, and maintain efficiency throughout the entire work shift and during extended work hours.

  • The employee may be exposed to fumes or airborne particles including secondhand smoke.
