Major Duties

  • Serves as supervisor for budget analysts and Contracting Officer's Representatives (CORs) driving budget and contract actions, balancing cost, schedule, and performance to deliver IT support for the SAP Platform.
  • Manages end-to-end IT program execution across both the financial and acquisition lifecycles, from budget planning and requirement development through final contract closeout.
  • Monitors performance across contract vehicles and executes acquisition strategies by managing COR activities, evaluating contractor proposals, tracking metrics, and certifying invoices for cost reasonableness.
  • Advises the Platform Manager and Deputy on program issues, leveraging budget and contract management expertise, developing briefings, funding justifications, and status reports for senior leaders.
  • Works closely with the DLA Contracting Support Office (DCSO) contracting officer and J6TE to ensure understanding of technical and programmatic aspects.
  • Work with DCSO and J6TE includes schedule, risk and performance regarding the contract proposals and addresses any impacts associated with these aspects.
  • Develops standardized organizational processes, automated workflows, and centralized file systems to ensure audit readiness and streamline portfolio budget and acquisition tracking.
  • Identifies employee training needs, establishes onboarding roadmaps and mentorship structures, sets priorities, and ensures adoption of best practices to improve operational efficiency and performance.

Qualification Summary

To qualify for a Supervisory Program Analyst your resume and supporting documentation must support: A. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-14 level, applicants must possess one year of specialized experience equivalent to the GS-13 level or equivalent under other pay systems in the Federal service, military, or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes: - Performs comprehensive IT program budget execution and contract management through the entire acquisition lifecycle, from initial budget formation and package development to final contract closeout. - Oversees contract performance and executes acquisition strategies, including evaluating contractor proposals, reviewing and certifying invoices, and managing Contracting Officer's Representative (COR) activities to ensure regulatory compliance. - Advises senior leadership on complex program issues, financial management, and enterprise-wide compliance, preparing strategic briefs that reflect program progress and goal attainment. - Collaborates cross-functionally with technical and functional stakeholders to design, develop, and implement standardized procedures, automated workflows, and operational tracking systems to mature organizational processes. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
