Position Overview

The Project Manager leads all contractor operations supporting FEMA's National Training and Education Division (NTED) Training Partners Program (TPP). Serves as the primary point of contact between the contractor team and FEMA leadership, including the Contracting Officer and Contracting Officer Representative. This is a full-time Key Personnel position.

Job Functions

• Direct and oversee all day-to-day contractor operations and task execution

• Serve as the primary liaison between the contractor team and FEMA government stakeholders

• Maintain daily availability during core business hours (8:00 AM - 5:00 PM ET, Monday - Friday) and respond to technical inquiries within 24 hours

• Conduct weekly status reviews with the COR to communicate progress, risks, and deliverable status

• Prepare and submit monthly progress reports covering activities completed, deliverables submitted, issues encountered, and projected expenditures

• Coordinate and obtain advance approval for all staff travel

• Develop and maintain a Business Continuity Plan to sustain operations during emergencies

• Participate in program kickoff activities and ongoing planning sessions with FEMA leadership

• Designate and manage qualified alternate(s) to maintain continuity of operations during any absence

• Provide supervisory direction to the full contractor team, including subcontractors and consultants

Requirements

Minimum Qualifications

• Eight (8) years of work experience in project management, business operations, or government operations

• Supervisory or team lead experience

• Expert knowledge of emergency management and response operations

• Ability to read, write, speak, and understand English
