Job description

Community Development – Building Division Manager

The Village of South Holland, a vibrant suburb 25 miles south of downtown Chicago with a population of approximately 22,000, seeks a Building Division Manager to join the Community Development Department.


POSITION:

Building Division Manager


DEPARTMENT:

Community Development, Reports to Director


SALARY:

$79,144 to $119,329 commensurate with experience


Position Summary:

Under the general direction of the Director of Community Development, the Building Division Manager isresponsible for the building permit and inspection process within the Village. This includes ensuring allstructures within the Village are built or modified in compliance with Village codes and ordinances. TheManager role also oversees the related permit inspection process and performs plans reviews.Additionally, the role also manages flood plain management and flood prevention processes for theVillage, in coordination with the Village Engineer.


Responsibilities:

  • Oversee the Village’s building permit process to assure adherence to mandated building and zoning requirements

  • Conduct and/or oversee the inspection of building construction including occupancy permits

  • After hours inspections may be required for damaged structures or in emergencies

  • Advise Director of Community Development on enforcement of building, fire, life safety, environmental health codes and housing neighborhood preservation

  • Conduct permit and plan reviews for permits not handled by front line staff

  • Provide leadership to and manage the activities of building division staff

  • Work closely with Community Development Director on development review projects

  • Assist in resolving complex and sensitive customer service issues, either personally, by telephone or in writing. Maintain records and documents of customer service issues and resolutions.

  • In conjunction with the Village Engineer, manage the Village’s flood prevention efforts and maintain compliance with FEMA’s Community Rating System (CRS) program

  • Administer the Village’s participation in the national Building Code Effectiveness Grading (BCEGS) program and ensure standards and compliance are upheld

  • Coordinate with the Code Manager on complex code & property maintenance violations

  • Manage occasional high-level code cases and corresponding notices and citations

  • Ensure that building permit & inspection records are maintained and that relevant codes and ordinances remain up to date

  • Attend seminars, training programs, conferences and other related events to maintain individual knowledge and skills in order to grow value to the organization and carry out all duties of the position

  • Annually review the emergency operations plan (EOP) and ensure the Department is prepared for its responsibilities. Collaborate with Fire Chief and Director of Public Works

  • Perform additional duties as assigned


Qualifications- Education and Experience:

  • Three-Five (3-5) years of increasing responsibility in construction, managing the building permit process, or performing municipal residential and commercial plan reviews and inspections

  • At least two years of administrative and supervisory responsibility

  • Equivalent to an Associate’s or Bachelor’s degree from an accredited college or university with major coursework in construction management, architecture, engineering or a related field

  • ICC Residential Building Inspector & Property Maintenance and Housing Inspector certifications

  • If not currently certified, shall obtain within 6 months of hiring. Other certifications are a plus

  • Demonstrated knowledge of building codes, construction principles, and safe work methods on construction sites

  • Knowledge of municipal zoning regulations & legal aspects of municipal code enforcement

  • General understanding of flood prevention management & practices


Knowledge, Skills and Abilities:

The candidate must be able to read and interpret complex building plans, specifications, and buildingcodes, with knowledge of construction plans, site plans, and landscaping plans, including theunderstanding and general application of engineer and architect scales. The successful candidate willestablish and maintain effective working relationships with staff and other stakeholders, analyzeproblems, identify alternative solutions, evaluate the consequences of proposed actions, and implementrecommendations that support organizational goals. The candidate must also understand constructionmethods and be able to perform building permit inspections.


The candidate shall also demonstrate the ability to understand neighborhood and community needs and respond through appropriate measures, including recommendations for programs, codes, and ordinance changes. Proficiency in modern office technology is required, including email, permitting and licensing software, and the Microsoft Office Suite. The candidate must possess, or be able to obtain, a valid driver's license with a safe driving record and exhibit excellent organizational and project management skills. Strong oral, written, and interpersonal communication skills are essential for effectively working with individuals and groups at all levels. The ideal candidate will be innovative, creative, resourceful, and capable of working independently.


Residency Requirement:

Residency within the Village of South Holland is not required. This position requires residency within a 20-mile radius of the Village Hall, or within any community that is touched by the 20-mile radius, starting no later than 12 months after the start date.


Salary & Compensation:

$79,144 to $119,329 commensurate with experience. A comprehensivebenefits package is also included. The Village offers participation in the Illinois Municipal Retirement Fundsystem.
