Program Manager - Outpatient Youth SUD

Role Overview:
The Youth SUD Services Manager will provide leadership and management for program development, training, quality assurance and quality improvement, and clinical supervision for all Valley Cities (VC) staff and programs in the assigned function areas. The Youth SUD Program Manager's primary responsibilities include supporting the Service Director in ensuring the mission of VC is fulfilled. The position requires excellent communication and organization skills, sound understanding of relevant contracts, excellent knowledge of clinical theory and practice focused on youth populations for substance use disorders, mental health, co-occurring disorder services, and sound understanding of adolescent learning styles and staff development.
The Youth SUD Program Manager is responsible for the delivery of client services provided by SUD clinicians and SUD peers. Responsibilities include establishing program goals and objectives while working with site management to make sure Youth SUD services are incorporated into site objectives. Assuring quality clinical service and performance through collaborative staff selection, development, and supervision. Ensure adherence to current Valley Cities and ASAM standards. Remain current with knowledge of Washington State legislative requirements and King County contractual obligations. Support Youth SUD clinicians to provide individual and group services to youth clients, and their families.
Key Responsibilities:
  • Support the mission and goals of VC; maintain and expand the quality of services.
  • Lead team of youth SUD clinicians and peers who provide SUD outpatient services and interventions by setting and sharing program vision, goals and standards of excellence, providing feedback about progress, and supporting staff in effectively caring for themselves and their clients.
  • Attend agency and community meetings, individual supervision and other program meetings to represent the agency, develop partnerships and share information.
  • Develop & complete annual professional training goals with Service Director.

Operations:
  • Oversee day to day Youth Outpatient SUD services operations to ensure effective program functioning and adherence to program goals, objectives and budget.
  • Ensure caseload, productivity and clinical standards are maintained.
  • Ensure data and statistical information necessary to maintain accountability to external funding sources are collected and reported in a timely manner.
  • Partner with supervising site director(s) to make effective programming and staffing decisions.
  • Work effectively as part of the management team to gain buy in and communicate effectively regarding planned changes toward implementing expanded Youth SUD services.

Quality:
  • Monitor clinical practices and charting to ensure fidelity of programs, especially in the case of Evidenced Based Practices.
  • Assure data accuracy in electronic health records (EHR).
  • Assure team documents all client contacts and provision of care.
  • Attain quality and performance indicators required for the program.
  • Monitor productivity of SUD clinicians. Track and report result to management team.
  • Assure all statistical information necessary to maintain accountability to external funding sources is collected and reported in a timely manner. Work with Service Director and QI to monitor outcome measures and track program and cost effectiveness.
  • Practice and incorporate Quality Improvement Principles and Performance Standards in daily work activities and participate in Quality Improvement processes.

Clinical Supervision and Consultation:
  • Provide clinical supervision, consultation and training to colleagues, clinical staff and interns regarding youth substance use disorders and treatment, family role/dynamics about SUD use, case status, joint case planning with collateral systems, coordination of treatment planning with family, outside systems and treatment teams.
  • Assure quality clinical services and appropriate utilization of services. Provide consultation and support Substance Use Disorder Professional Trainees (SUDPt) staff to earn their SUDP certification.
  • Lead SUD team members in the implementation of youth substance use disorder interventions consistent with team consultation and treatment goal in a Trauma Informed environment.

Direct Services: Continue clinical skills, develop expertise in EHR. Use experience to encourage systems enhancement.
Administrative Responsibilities:
  • Assure compliance with all relevant laws, administrative codes, and contract requirements as they pertain to the provision of substance use disorder and co-occurring disorder services for youth. Understand and maintain a current knowledge of laws, regulations, funding sources, and management practices that impact function area issues, including finances, human resources, risk management, clinical and medical practices.
  • Ensure staff alignment and participation in organizational goals and procedures.
  • Attend all assigned agency and program meetings, consultations, and trainings. Actively participates in management discussions and problem resolution.
  • Make sure meetings are efficient and productive

Human Resources Responsibilities:
  • Effectively build and maintain a sense of teamwork among staff members.
  • Assist in recruitment and selection of staff in collaboration with site team, HR, and/or other clinical services directors.
  • Place high value on cultural competency and ensure that hiring reflects community demographics.
  • Collaborate with supervisors to provide performance feedback on a regular basis and in regular staff performance evaluations to ensure effective team functioning.
  • Manage staff in accordance with agency management principles, standards, policies and procedures.
  • Coordinate staff time off work (training hours, vacation time) supervisors.
  • Plan weekly schedule & vacations in collaboration with other staff members to ensure adequate coverage and quality service delivery.

Other Responsibilities:
  • The employee will be required to:
  • Develop and complete annual professional training goals with supervisor.
  • Demonstrate reliable and consistent attendance.
  • Perform other related duties as assigned.
  • Attend VC meetings and travel to and from work related events as required.

What We're Looking For:
Education:
  • BA Degree in Behavioral Sciences Field required (Masters preferred)

Certification / Licensure
  • Washington State Substance Use Disorder Professional Certification
  • Current Driver's License
  • Pass required WA State background checks
  • Current Automotive insurance

Experience:
  • 5 years post degree full time paid equivalent clinical experience & SUDP, including minimum 1 year of program management.
  • Demonstrated ability to manage complex cases.
  • Demonstrated ability to work effectively with a variety of professionals and a diverse client population.
  • Can illustrate documented, service-oriented experience that includes successful staff development and quality client outcomes.
