This position will work within the Division of Care and Treatment Services, in the WI Department of Health Services (DHS). This position will have the primary responsibility for managing substance use prevention services in Wisconsin.

The duties include development and coordination of evidence-based prevention practices, establishing and upholding grantee monitoring as it relates to achievement with the scope of work and intent of funding, contract development, technical assistance and training, and the creation of required plans and reports. This position is also responsible for assessing the design, planning, development, implementation, and evaluation of existing and emerging resources and services with the intent of strengthening and improving statewide prevention efforts.

Additional Information:

• Terminal, 12 month appointment.

• This position has the possibility to be extended or converted to an ongoing appointment based on need and/or funding.

• This position may require some work to be performed in-person, onsite, at a designated campus work location. Some work may be performed remotely, at an offsite, non-campus work location.

Key Job Responsibilities:

• Reviews recommendations for and provides input on the design and development of new outreach programs or services

• Supervises the implementation of outreach-program-focused strategic planning initiatives and objectives

• Monitors the unit or program budget and approves program expenditures

• Determines outreach program needs and the personnel resource allocation plan

• Develops and implements operating policies and procedures to promote the outreach program in alignment with the strategic plan

Compensation:

The starting salary for the position is $70,000; but is negotiable based on experience and qualifications.

Required Qualifications:

-Experience leading primary substance use prevention services.

-Experience participating in work groups or committees related to prevention activities with internal and external partners.

-Experience with contract administration.

-Knowledge of the techniques in communicating complex information to a variety of audiences. The ability to discern a wide range of perspectives to implement effective solutions and approaches.

-Knowledge in the concepts and methods related to program research and evaluation of prevention services.

-Knowledge of the principles of planning and analysis.

-Knowledge of Wisconsin and national youth development and prevention service delivery structures and systems, and services and best practices related to the delivery prevention services.

-Knowledge in administrative and project management techniques for implementing substance use prevention services for statewide expansion.

-Ability to effectively solve complex program and policy issues and recognize barriers to effective service delivery.

-Ability to plan, organize, implement, and evaluate complex and multidisciplinary activities, policies, budgets, and outcomes.

-Ability to identify critical issues and formulate responses and corrective action plans.

Preferred Qualifications:

-Experienced organizing, coordinating, or facilitating training or technical assistance.

-Experience with behavioral health program development, public health initiatives, or community coalition leadership.

Education:

-A Bachelor's Degree is preferred.
