Job description

ARS is currently looking for a Senior Subcontracts Administrator here in our Dayton, Ohio headquarters. This position is within the procurement organization responsible for managing/supporting programs and proposals with complex subcontract requirements. The roll requires the ability to manage complex subcontract/subcontractor requirements in support of major Government proposals and awarded programs. All actions must comply with all policies required under an approved purchasing system.

Roles/Responsibilities:
  • Develop, negotiate, and administer T&M, Labor Hour, Fixed Price, Cost Reimbursable/Award Fee type Subcontracts, Non-disclosure Agreements and Teaming Agreements consistent with government client requirements in accordance company, FAR/DFAR procurement policies and procedures.
  • Create subcontract files fully compliant with public laws/FAR/DCMA requirements under an approved purchasing system.
  • Advise program staff and make decisions regarding subcontract/subcontractor management approaches.
  • Review Government issued proposals for procurement impacts and work the procurement requirements with the capture team. This includes

    • Conduct a thorough review of prime solicitations and awards ensuring the subcontract RFP/awards contains all appropriate flow-downs and requirements.
    • Evaluate subcontract proposals for compliance and risks to the solicitation ensuring all aspects to requirements are considered from pricing or cost to include the management volume.
    • Perform price and cost analysis, resulting from negotiation of price/cost and price/cost-related terms and other subcontract or other agreement provisions.
    • Identify subcontractor requirements such as the submittal of sealed packages and advise capture team on compliance with requirements
    • Identify and comply with Small Business Subcontracting Plan and Small Business Participation Plan requirements.

  • Support post-award subcontract management, ensuring compliance with required performance criteria and create and implement effective acquisition.
  • Work daily with Program Managers, Project Controllers, and other program staff to administer and track subcontract actions.
  • Serves as team lead for projects or work areas.
  • Participates in training of peers in compliance and subcontract procedures.
  • Other duties as assigned

Basic Requirements:
  • Must be a US citizen
  • Bachelor's degree in related field
  • 5-7 years at a minimum of subcontracts administration experience to include T&M, Labor Hour, Cost Reimbursable/Award Fee and Fixed Price Contracts
  • Extensive experience in Federal Government contracting
