Job description

This position is located within the Office of Legislative Affairs and Communications of the Department of War Office of Inspector General (DoW OIG). The incumbent serves as a senior technical writing expert and program manager for the agency-wide writing development program. The program is designed to enhance the written communication skills of a diverse and geographically dispersed workforce and its directly aligned with the DoW OIG's strategic goals and objectives.Qualifications:Time in Grade:
For entry at the GS-14 level, status applicants must have served 52 weeks as a GS-13 or equivalent or higher grade, in the Federal Service.
Specialized Experience: Applicants must have 52 weeks of specialized experience at the GS-13 level or equivalent under another pay system. Specialized experience is defined as demonstrated ability developing and managing organization wide writing or communication programs that improve the clarity, accuracy, and professionalism of written products. Experience also includes applying expert writing, editing, instructional, and adult learning principles to design, develop, and deliver training, workshops; planning and evaluating programs or initiatives by establishing goals, determining resource requirements, coordinating with internal and external stakeholders, monitoring progress, and assessing outcomes to inform improvements; conducting studies, developing evaluation methods or metrics, analyzing results, and preparing reports or briefings that communicate findings and recommendations to senior leadership.
You must meet the minimum qualification requirements as stated in the Office of Personnel Management (OPM) Operating Manual, Qualification Standards for General Schedule Positions: http://www.opm.gov/qualifications/Standards/group-stds/gs-prof.asp.
Paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual, community, student, social) is qualifying. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates to paid employment. You will receive credit for all qualifying experience.
Qualification and time-in-grade requirements must be met by the closing date of this announcement. Applicants who have held a non-temporary General Schedule (GS) position within the last 52 weeks must meet the time-in-grade restriction.
