New hires are typically brought into the organization between $86,634 - $114,790/annually, based experience and education. Location & Schedule

The City and County of Denver supports a hybrid workplace model with employees expected to be in-office three days a week. Employees work where needed, at a job site several days a week, and off-site as needed. In this position you can expect to work onsite at the Wellington E. Webb Municipal Office Building located at 201 W Colfax Ave, Denver, CO 80202 on your in-office days. Employees must work within the state of Colorado on their off-site days.

The Office of Community and Business Engagement (OCBE) connects DOTI's programs, projects, and services with the people and communities they impact. The team leads engagement with City Council and provides strategic communications guidance and support across the department as DOTI partners with residents, businesses, Registered Neighborhood Organizations (RNOs), community organizations, and other key stakeholders.

OCBE is seeking an experienced Strategic Communications Liaison to serve as a critical connector between DOTI, City Council offices, the Mayor's Office of Community Engagement, community groups, and other external partners. This role develops and implements strategic communications and public engagement initiatives that strengthen relationships, build public trust, and ensure consistent, transparent messaging across the department's programs, projects, and services. The position also provides leadership on high-profile and complex initiatives, helping align communications efforts across DOTI while supporting informed decision-making and meaningful community engagement.

In this role, you will:

  • Lead DOTI's engagement with City Council offices, including developing and delivering monthly briefings on department-wide projects, programs, and services.

  • Direct and strengthen DOTI's communications alignment with the Mayor's Office of Community Engagement, ensuring coordinated and consistent citywide messaging.

  • Champion and develop communications strategies for DOTI's priority projects and programs, establishing department-wide expectations for messaging, outreach, and public engagement.

  • Lead the development of public engagement scopes of work and oversee consultant selection processes to ensure high-quality, equity-centered engagement services.

  • Oversee and coordinate responses to community hot-spot issues, facilitating complex problem-solving, stakeholder coordination, and conflict resolution.

  • Guide and enhance communications with Registered Neighborhood Organizations (RNOs), ensuring stakeholders receive timely, transparent, and tailored information about DOTI programs, projects, and impacts.

  • Lead cross-divisional coordination within DOTI's Internal and External Affairs Division to ensure communications are cohesive, strategic, and aligned across all platforms.

  • Build and maintain strong relationships with elected officials, community leaders, advocacy organizations, and other key stakeholders to advance DOTI's mission and strengthen public trust.

  • Provide strategic communications and engagement leadership for high-profile, complex transportation projects, ensuring DOTI's work is clearly communicated, well understood, and effectively supported by the community.

What You'll Bring

Our ideal candidate has some or all the following experience, skills, and characteristics:

  • Experience building strong relationships with diverse community groups and elected offices.

  • Experience delivering engagement support for transportation or public infrastructure projects.

  • Strong written, verbal, and presentation skills.

  • Ability to navigate politically sensitive or highvisibility issues.

  • Project or program management experience.

Required Minimum Qualifications
  • Education requirement: Bachelor's Degree in a related field based on a specific position(s).

  • Experience Requirement: Five (5) years' experience performing full performance professional level duties within a specialized, functional area. (This does not include clerical experience.)

  • Education/Experience Equivalency: One (1) year of the appropriate type and level of experience may be substituted for each required year of post-high school education.

  • Additional appropriate education may be substituted for the minimum experience requirements.
