DISTINGUISHING CHARACTERISTICS Sewer/Storm Drains Worker I This is the entry level class in the Sewer/Storm Drains Worker class series. Incumbents perform a variety of maintenance, operations, and repair work on the City's sewer collection system, storm drains, and creeks. It is distinguished from Sewer/Storm Drains Worker II by performing less complex work and requiring a lower level of certification.
There is considerable similarity in assignments between Sewer / Storm Drains Worker I and II, with the skill and knowledge differences based on the certification level required of incumbents. Sewer/Storm Drains Worker II This is the journey level in the Sewer/Storm Drains Worker class series. Incumbents perform a variety of maintenance, operations, and repair work on the City's sewer collection system, storm drains, and creeks.
This class is distinguished from the Sewer/Storm Drains Worker III in that the Sewer/Storm Drains Worker III class assignments are performed with substantially less supervision and guidance. It is distinguished from Sewer/Storm Drains Worker I by performing more complex work and requiring a higher level of certification. Positions are normally filled by advancement from the lower class of Sewer/Storm Drains Worker I.
Advancement to the "II" level is based on management judgment and/or certification that validates the performance of the full range of job duties. Sewer/Storm Drains Worker III This is the advanced journey level class within the Sewer/Storm Drains Worker series. Employees within this class are distinguished from the Sewer/Drains Worker II by the performance of the full range of supervisory, skilled, and technical duties.
Work in this class is distinguished from that of the Sewer/Storm Drains Worker I/II class by the greater complexity of the assignments, the skill level required for the work and the lead supervision provided to crew members which includes training, scheduling, assigning and reviewing the work. REPORTS TO Public Works Supervisor - Sewers/ Storm Drains or designee. Examples of Duties REPRESENTATIVE DUTIES The following duties are typical for this classification.
Incumbents may not perform all of the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices. Perform a variety of maintenance, operational, and repair tasks involved in the City's wastewater collection system, storm drains, and creeks. Clean wastewater collection system and storm drains; operate hydrocleaner and/or sewer vacuum truck to flush system; and open clogs in lines; clean manholes.
Operate a variety of sewer cleaners, jet rodders, pressure washers, and television inspection equipment in the inspection, maintenance, and construction of sewer lines. Conduct traffic control when working in high traffic areas of the City; install street barricades and cones prior to the performance of maintenance of repair activities; direct and control traffic around work sites. Evaluate manholes for dangerous gasses and use proper safety precautions when entering underground areas.
Repair damaged sections of lines, cuts, installs, and threads; assemble new pipes; install, repair, and maintain catch basins and confined space entries. Perform video assisted inspections of the collection systems for root damage, broken lines, and bad connections; inspect side laterals for proper construction and connection to city main; and may assist others with locating City lines and facilities. Respond to emergency repair calls as needed; locate problems and operate sewer cleaning equipment to clear stoppages; and operate hydraulic and irrigation pumps during flood conditions.
Inspect, maintain, and operate a variety of construction and maintenance equipment including backhoes, hand and power tools, and other related equipment; perform daily maintenance on trucks and related equipment. Locate, excavate and perform preventative maintenance on sewer lines, storm drains, and creeks. Respond to public inquiries in a courteous manner; provide information within the area of assignment including explaining collection maintenance procedures; and resolve complaints in an efficient and timely manner.
As assigned, work with crews raising manholes, repairing sewer manholes, construction and repair of storm conduits, and drainage facilities; assist in mixing concrete and executing necessary masonry work; install, repair, and maintain catch basins and sewer mains, lines, and lift stations; and repair drains, sewer facilities, and creeks. Install shoring and related safety equipment to ensure compliance with OSHA. May provide lead duties over lower level staff; oversee and train lower level staff as assigned; ensure new hires are instructed on proper procedures and safety methods for various tasks; and review work of staff to ensure quality.
As assigned, schedule and assign work of sewer/storm drain staff on a day-to-day basis. Perform related duties as required. Typical Qualifications QUALIFICATIONS The following generally describes the knowledge and ability required to enter the job and/or be learned within a short period of time in order to successfully perform the assigned duties.
Knowledge of: Operational characteristics of the City's sewer collection system, storm drains, and creeks. Sewer collection system and storm drains preventative maintenance techniques and procedures. Principles, methods, and practices pertaining to the operation, inspection, and maintenance of the sewer collection system, storm drains, and creeks.
Tools and equipment used in the maintenance and repair of wastewater collection and storm drain systems and creeks including jet rodder, televising equipment, and vacuum truck. Traffic control practices and procedures. Principles and methods of preventative maintenance programs.
Basic principles and practices of record keeping and reporting. Occupational hazards and standard safety procedures. Construction and repair methods, procedures, tools, equipment and materials.
Operation of a variety of construction equipment. Methods, materials, and equipment used in the cleaning, construction, and repair of sewer collection systems. City geography and the municipal street system.
Basic skills in plumbing and cement work. Ability to: Perform a variety of semi-skilled and skilled maintenance, operational, and repair tasks involved in the City's sewer collection system and storm drains. Inspect the sewer collection system and storm drains for proper and safe operating conditions.
Use a variety of hand and power tools in the maintenance, testing, and repair of sewer collection and storm drain systems and facilities. Maintain accurate records and reports. Use a variety of hand and power equipment and testing equipment used in the utility system maintenance, construction, and operations.
Respond to collection system maintenance/repair emergencies. Train and assist others as required. Work effectively with other employees, contractors, and the general public in a tactful, courteous manner.
Safely operate heavy construction and repair equipment with proficiency and efficiency. Recognize and deal with hazards encountered in the course of work. Read maps, blueprints, and diagrams.
Understand and follow oral and written instructions. Troubleshoot for faulty system equipment. Make effective and independent decisions in field situations.
Communicate clearly and concisely, both orally and in writing. Establish and maintain effective working relationships with those contacted in the course of work. Education and Experience Guidelines - Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying.
A typical way to obtain the knowledge and abilities would be: Sewer/Storm Drains Worker I Education/Training: Equivalent to the completion of the twelfth grade. Experience: One year of general maintenance and construction experience. License or Certificate: Must obtain and maintain a valid California Class A Driver License without Restriction 48 (air brakes) and with Restriction 64 (automatic transmission) within 6 months of employment.
Must obtain Grade I Collection System Certification from the California Water Environment Association within 18 months of employment. Sewer/Storm Drains Worker II Education/Training: Equivalent to completion of the twelfth grade and necessary training by the California Water Environment Association. Experience: Two years of experience performing duties comparable to those of a Sewer/Storm Drains Worker I in the City of Merced.
License or Certificate: Possession of an appropriate, valid California Class A Driver License without Restriction 48 (air brakes and with Restriction 64 (automatic transmission). Possession of a Grade II Collection System Certification from the California Water Environment Association.
