Job description

Duties (1) Manages the ARNG aviation program of the state which includes planning, coordinating, implementing and directing all aviation assets within the state. Direct responsibility includes, but is not limited to, management of all aircraft maintenance and logistics programs, aircrew training program, additional flight training program, personnel management, facilities planning, resource programming and budgeting, policy development and implementation, aviation safety and aircraft accident prevention programs and aviation support for the accomplishment of various missions including support of county, state and federal agencies. Acts as the principle aviation advisor to the Adjutant General, and as a liaison with all organizations concerning matters relevant to aviation support. Coordinates and manages force structure, force modernization and force integration actions affecting state aviation units. Determines program goals and priorities and coordinates joint activities with other agencies. Conducts staff conferences to determine budget impacts caused by increased costs, changes in programs and policies, changes in mission/weapons system, requirements for new or remodeled facilities, etc. Approves all State annual budget requests for aviation logistics, operations and training, and safety prior to submission for final National Guard Bureau approval. Manages all resources, including money, allocated to the states for aviation and aviation safety, and approves all changes which may need to be made due to unforeseen problems. Provides guidance on aviation training to major and subordinate unit commanders to maximize the integration of aircrew training with the Army Training and Evaluation Program and Combined Arms Training. Reviews, verifies prerequisites and approves all NGB Form 64 applications for AVN Training at TRADOC or AATS Courses of Instruction. Ensures usage of AFTPs are within the resources allocated to the state. Reviews and implements the Aircrew Information Report (AIR) and certifies that the date within the AIR is accurate. (2) Provides program direction and staff leadership in the administration of a comprehensive safety, occupational health, and industrial hygiene program that encompass a variety of high risk and hazardous operations. Administers and evaluates various Safety, Occupational Health and Industrial Hygiene (SOH & IH) programs involving aircraft maintenance, heavy/light equipment and vehicle maintenance, supply and ammunition storage, fire prevention, range certification, combat and tactical training, and administrative activities. (3) Provides technical management and supervisory direction over technicians and aviation facilities dispersed throughout the state. Delegates authority to subordinate supervisors (AASF Commanders). Through subordinate supervisors, directs a sizeable General Schedule and Wage Grade work force (typically 80 or more employees). Discusses and reviews personnel management practices to ensure effective treatment and proper motivation of the work force. Evaluates work performance of supervisors and reviews evaluations made by supervisors. Actively participates in the selection of supervisory personnel. Reviews and resolves serious disciplinary cases (i.e., those proposing suspensions and removals). (4) Controls the aviation program for the state, including requirements and limitations in the force for Army aircraft, organic as well as external to the state when those assets are utilized in support of any National Guard activity with the exception of NGB managed AATS programs. Works with federal and nonfederal aviation officials within the state for use of airspace and the promotion of aviation safety in such instances as training, operational and support missions which may utilize Night Vision Devices (NVD), conducted under tactical and nontactical scenarios, in visual and instrument meteorological conditions. (5) Must comply with provisions of the U.S. Army Aircrew Training program as a pilot in an Army aircraft assigned to the state. Requirements Conditions of employment * NATIONAL GUARD MEMBERSHIP IS REQUIRED. Qualifications MILITARY REQUIREMENTS: This is an excepted service position that requires membership in a compatible military grade in the Alabama Army National Guard. Applicants who are not currently a member of the Alabama Army National Guard must be eligible for immediate membership. MANDATORY QUALIFICATION REQUIREMENTS - Eligibility requirements for Dual Status technician positions in this occupation are based on the candidate's possession of Federal Aviation Administration pilot certificates -OR- appropriate military certifications, military ratings in the main-frame military aircraft of employment, and the required competencies (knowledge, skills, and abilities). GENERAL EXPERIENCE: An applicant must have a competent understanding of the occupation's basic principles and concepts. Applicants should have a minimum of one year on-the-job experience in the grade (or a comparable military rank) immediately below the next higher level. SPECIALIZED EXPERIENCE: Applicants must demonstrate the following specialized competency experiences (skills, knowledge, and abilities) to qualify for appointments to GS-2181-14 and GS-2181-15 Army National Guard Dual Status Officer positions; or, to qualify for appointments to GS-2181-14 and GS-2181-15 Air National Guard Dual Status Officer positions. For Army and Air National Guard positions, must have at least three years working experiences in civilian aviation programs; or, military service aviation programs (active duty or reserve components); or, in the Army National Guard Aviation Support facilities; or, Air National Guard Operations Groups. Qualification competencies are determined by three factors: The aircraft operated; the nature and purpose of assignments; and, the degree of hazard. Experienced in piloting and instructing pilot skills in one or more of the following main-frame/military aircraft: Fixed-wing, rotary, or remotely piloted aircraft (RPA). Although a variety of piloting administrative tasks are performed in support of an Air National Guard aviation program, the required competence for this grade includes the abilities to train and instruct others in the piloting of a specified main-frame military aircraft. Experienced in reading and applying mission tasks, intelligence reports, and weather information. Experienced in supervising and conducting mission planning, mission preparations, filing flight plans, and conducting crew briefings. Experienced in aircraft preflight inspections, aircraft loading, equipment assessments, and mission manning. Experienced in operating aircraft controls and equipment. Experienced in performing and supervising the work procedures involved in navigation, in-flight refueling; search and rescue operations; and, surveillance and reconnaissance missions. Experienced in conducting and supervising crew member training on simple to complex mission specific tasks. Experienced in developing plans and policies, monitoring operations, and briefing commanders. Experienced in flight theory, air navigation, meteorology, flying directives, aircraft operating procedures, and mission tactics. Experienced in planning and preparing for missions; and, experienced in piloting and instructing others in piloting specific air-frame/military aircraft. Experienced in various piloting administrative tasks performed in support of Army or Air National Guard aviation programs. Experienced in aviation unit quality control management programs. Experienced in the unit flying, explosive, and ground safety programs in accordance with Department of the Air Force, National Guard Bureau, and Occupational Safety and Health Administration directives. Experienced in applying directives, regulations, accident reports, safety data, and local operating conditions to determine unit safety program requirements. Experienced in flying operations and coordinating with appropriate agencies to ensure compliance with all applicable safety regulations and programs. Experienced in one or more missions such as, air-to-air; air- to-ground; mortar-to-arm escort; surveillance; reconnaissance; surface attack; killer-scout; target illumination; or laser targeting. Experienced in traditional "stick and rudder" type controls for piloting aircraft direction, altitude, and speed. Experienced in using aircraft instrumentation and aircraft mounted video cameras.
