Position Overview
SteerBridge is seeking an experienced Program Manager to lead an anticipated federal engagement supporting Headquarters Marine Corps. The Program Manager will be responsible for overall contract execution and will serve as SteerBridge's primary point of contact for the government customer.
This individual will oversee contract financials, staffing, schedules, deliverables, quality, risk, subcontractors, compliance, and performance reporting. The ideal candidate will have direct contractor-side experience managing federal contracts-not solely government acquisition oversight or general operational leadership.
This position is contingent upon SteerBridge receiving the contract award.
Key Responsibilities
  • Serve as SteerBridge's primary point of contact for the Contracting Officer, Contracting Officer's Representative, government Program Manager, and other customer stakeholders.
  • Maintain overall responsibility for contract performance, cost, schedule, staffing, quality, risk, and customer satisfaction.
  • Direct program planning, execution, monitoring, reporting, and closeout activities.
  • Manage contract budgets, forecasts, invoicing, cost controls, financial performance, and profitability.
  • Monitor contract requirements, performance standards, deliverables, milestones, and reporting deadlines.
  • Lead recruiting, onboarding, staffing, retention, performance management, and personnel allocation across the program.
  • Ensure that personnel meet contractual labor-category, clearance, education, certification, and experience requirements.
  • Develop and maintain program management plans, schedules, risk registers, staffing plans, status reports, and other contract deliverables.
  • Implement and oversee the Quality Control Plan and ensure compliance with contract requirements.
  • Prepare for and participate in government performance reviews, program reviews, and contract-status meetings.
  • Monitor and support CPARS performance by ensuring timely, compliant, and high-quality contract execution.
  • Manage subcontractors, consultants, and vendors, including performance, deliverables, invoicing, and contractual compliance.
  • Coordinate with corporate leadership, recruiting, human resources, finance, contracts, security, and operations.
  • Identify program risks and implement effective corrective and preventive actions.
  • Maintain compliance with applicable federal acquisition requirements, company policies, and security procedures.
  • Support contract modifications, change management, scope analysis, and customer requests.
  • Provide concise and accurate reporting to government and SteerBridge leadership.
Required Qualifications
  • Bachelor's degree in business, program management, finance, logistics, engineering, public administration, or a related field.
  • PMP certification in active status.
  • Significant experience managing federal government contracts or task orders as a contractor Program Manager.
  • Demonstrated responsibility for contract staffing, financials, deliverables, schedules, quality, risk, and customer relationships.
  • Experience managing multidisciplinary teams in a complex federal environment.
  • Experience developing and managing contract budgets, forecasts, invoices, and cost controls.
  • Demonstrated experience overseeing subcontractors or teaming partners.
  • Knowledge of federal contracting requirements and FAR/DFARS-based contract execution.
  • Experience supporting government performance reviews, CPARS, contractual reporting, and corrective-action planning.
  • Strong leadership, organizational, analytical, and problem-solving abilities.
  • Excellent written and verbal communication skills.
  • Ability to work onsite or hybrid in the Washington, DC/Northern Virginia area, based on final contract requirements.
Preferred Qualifications
  • Active Secret or TS/SCI clearance.
  • Experience supporting Headquarters Marine Corps, the Department of the Navy, or another Department of Defense organization.
  • Experience managing classified federal contracts.
  • Experience managing contracts valued at $20 million or more.
  • Experience overseeing multiple subcontractors, task orders, or geographically dispersed teams.
  • Familiarity with Quality Control Plans, CDRLs, integrated master schedules, earned value management, and formal government program reviews.
  • Master's degree in business, public administration, program management, or a related discipline.

Proposal-Contingent Notice
This position is being recruited in support of an upcoming federal proposal. Any offer of employment will be contingent upon SteerBridge receiving the contract award, final government approval, verification of qualifications and clearance, and confirmation of funding and position availability. The anticipated award and start dates are subject to change.
