Job description

This position is in the Solid Waste department located at the Landfill.

Salary Grade: 16     Salary Range: $24.19 - $38.95/depending on experience     FLSA: Nonexempt

Essential Functions:

The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned.

Drafts plans for small or routine construction and maintenance projects and contributes to the design of larger, more complex projects related to public infrastructure; prepares plans, skilled engineering drawings, specifications, details, maps, plats and other displays for engineering projects using GPS, GIS, and CADD software; and works with engineers and other staff to aid the development of solutions for resolving City infrastructure needs.

Performs engineering calculations utilizing broad knowledge of engineering principles and practices; calculates ratios, volumes, angles, grades, construction quantities, and other project components, as dictated by the needs of the assigned project; prepares cost estimates; and reviews calculations submitted by third party contractors.

Compiles, studies, and analyzes a variety of engineering and operational data in support of County infrastructure; participates in field and topography surveys for design assignments and to stake/field layout design components for construction projects; assesses road conditions and determines the corrective measures needed to repair or resurface the roads; inspects construction to ensures adherence to designs and project specifications per work site; conducts various field studies and visits sites to assess and resolve infrastructure and construction problems; and reviews various operations for compliance with permits and environmental regulations.

Provides engineering support for capital projects; provides support to project managers; develops construction specifications and reviews contractor specifications for compliance with established rules and regulations; organizes bid proposals and calculates cost estimates; prepares contract documents for projects and all required permitting; reviews materials, labor, and equipment costs to verify accuracy; and provides technical guidance for construction as required.

Provides customer service pertaining to engineering services; meets with professional design consultants; organizes public outreach and develops information for distribution; drafts letters and mass mailings for explanations of upcoming projects; responds to construction inquiries; and responds to citizen concerns, inquiries, and complaints.

Updates and maintains both electronic and hardcopy records of daily department operations; maintains comprehensive project records and design/drawing files for assigned projects; and maintains the database files as appropriate.

Reviews a variety of residential and commercial plans, plats, permits, reports and studies for compliance with ordinances and construction standards; reviews designs and makes initial determinations regarding technical compliance issues works with third party architects and engineers to resolve issues and provide direction for compliance with codes; evaluates and assesses the impact of the proposed project; and makes recommendations regarding approval and/or actions necessary to correct deviations or violations.

Researches, compiles and analyzes legal descriptions, permit reports, deeds, plats, plans and other property records; interprets maps and plats; prepares written legal descriptions of property; compiles information pertaining to compliance with grants, permits, and environmental regulations; and prepares and/or updates various maps utilizing CAD.

Minimum Qualifications:

Associate degree in Engineering, Construction Management, or a closely related field required; three years of experience in surveying, drafting and sub-professional civil engineering related work; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.

Specific License or Certification Required: Must possess and maintain a valid Georgia driver's license.
