DCAS Information Technology works in conjunction with the NYC Office of Technology and Innovation (OTI) on the daily management and support of the DCAS computer network. DCAS IT team members are responsible for the agencies software and hardware needs, the development and maintenance of applications, maintenance of the DCAS internet and intranet (DCASConnect) sites, the DCAS Help Desk, telecommunications services and equipment for DCAS employees, and the Cyber Security program to thwart any attempts at unauthorized access to the network.
As the Unified Procurement Cloud moves into production, DCAS requires a dedicated CRM Developer to provide ongoing support, maintenance, enhancements, and system oversight. Without this role, the agency risks delays in issue resolution, reduced system stability, and increased reliance on external resources. This position will ensure the platform remains secure, reliable, and aligned with Citywide business and technology needs.
Responsibilities:
- Design and implement scalable, secure, and high-performance solutions on the Microsoft Azure technology stack and within Microsoft Dynamics 365 CRM.
- Own the technical direction of enterprise.NET and Dynamics 365 CRM solutions across configuration, customization, and integration layers.
- Lead solution architecture, driving Dynamics 365 CRM configuration and customization using out-of-the box features and custom development.
- Lead architectural reviews and establish coding standards and best practices across the development team.
- Mentor junior and mid-level developers through code reviews, pair programming, and technical guidance.
- Independently translate complex business requirements into technical designs and actionable development tasks.
- Build and maintain integrations between Dynamics 365 CRM, enterprise systems, RESTful APIs, and Azure services.
- Implement and maintain CI/CD pipelines and automate development and deployment processes.
- Conduct requirements gathering and collaborate effectively with non-technical stakeholders.
- Perform quality assurance testing, write unit and integration tests, and identify bugs and performance issues.
- Scale applications and optimize performance to meet business requirements and SLAs.
- Lead the successful delivery, maintenance, and long-term enhancement of production systems.
- Perform user support and application maintenance for critical citywide systems.
- Produce and maintain technical documentation and contribute to the agency's broader IT standards.
- Research emerging technologies and recommend solutions aligned with agency goals and security standards.
- Provide production support, troubleshoot issues, and ensure system stability and reliability.

COMPUTER SYSTEMS MANAGER - 1005D
Qualifications
1. A master's degree in computer science from an accredited college or university and three (3) years of progressively more responsible, full-time, satisfactory experience in Information Technology (IT) including applications development, systems development, data communications and networking, database administration, data processing, or user services. At least eighteen (18) months of this experience must have been in an administrative, managerial or executive capacity in the areas of applications development, systems development, data communications and networking, database administration, data processing or in the supervision of staff performing these duties; or
2. A baccalaureate degree from an accredited college or university and four (4) years of progressively more responsible, full-time, satisfactory experience as described in "1" above; or
3. A four-year high school diploma or its educational equivalent, and six (6) years of progressively more responsible, full-time, satisfactory experience as described in "1" above; or
4. A satisfactory combination of education and experience equivalent to "1", "2" or "3" above. However, all candidates must have at least a four-year high school diploma or its educational equivalent and must possess at least three (3) years of experience as described in "1" above, including the eighteen (18) months of administrative, managerial, executive or supervisory experience as described in "1" above.
In the absence of a baccalaureate degree, undergraduate credits may be substituted for a maximum of two (2) years of the required experience in IT on the basis of 30 semester credits for six (6) months of the required experience. Graduate credits in computer science may be substituted for a maximum of one (1) year of the required experience in IT on the basis of 30 graduate semester credits in computer science for one (1) year of the required IT experience. However, undergraduate and/or graduate credits may not be substituted for the eighteen (18) months of experience in an administrative, managerial, executive, or supervisory capacity as described in "1" above.
