Torch Technologies is seeking a Cellular/Radio Frequency Engineer to join our team to serve as key personnel and is responsible for all RF spectrum engineering, cellular system management, spectrum coordination, and multi-domain spectrum deconfliction activities at the MACC-TTE. MuTC operates one of the most complex privately managed RF environments in the DoD training base, including a full Cybertropolis cellular network, Spectrum Guard EW infrastructure, and spectrum-integrated ICS/SCADA and multi-domain range systems. The Cellular/RF Engineer manages the planning, design, development, and ongoing operation of all cellular and RF systems at MuTC, coordinates spectrum requests through state and federal regulatory bodies, and supports all TTE events requiring RF/spectrum domain integration, in direct support of PWS Section 3.9.

As a Cellular/Radio Frequency Engineer, your duties will include the following, but are not limited to:

  • Manage the full planning, scope definition, design, and operational management of all cellular system projects at MuTC per PWS Section 3.9.

  • Perform overall RF Spectrum Engineering and management for the MuTC range environment, including spectrum baseline development and ongoing deconfliction.

  • Coordinate all spectrum requests through applicable state and federal entities, including FCC STA applications and NTIA/DoD spectrum coordination processes.

  • Conduct and maintain spectrum baselines for MuTC and perform continuous spectrum monitoring and local deconfliction in support of all TTE events.

  • Manage cellular network infrastructure including base station configuration, core network administration, and subscriber management for the Cybertropolis private cellular network.

  • Support multi-domain operations requiring RF/EW integration by coordinating spectrum assignments, interference mitigation, and frequency deconfliction across all active range systems.

  • Develop and maintain RF system documentation, spectrum management records, frequency assignments, and FCC licensing files.

  • Provide technical guidance to the Program Manager, Operations Manager, and Senior Network Engineer on spectrum considerations for range development and event planning.

  • Coordinate with visiting units and sponsors on spectrum requirements for training events requiring RF-intensive operations.

Qualifications

  • U.S. Citizenship

  • Bachelor's degree in Electrical Engineering, Electronics Engineering, Telecommunications Engineering, or a closely related technical discipline is required or equivalent experience

  • 5+ years applicable engineering experience.

  • Active Top Secret Clearance, TS/SCI

  • Demonstrated proficiency with 2G, 3G, 4G LTE, and 5G NR cellular technologies including system architecture, base station configuration, and spectrum planning.

  • Demonstrated experience with FCC licensing processes including Special Temporary Authority (STA) applications and frequency coordination with state and federal spectrum managers.

  • Working knowledge of DoD spectrum management policy and coordination processes, including interaction with NTIA and DoD electromagnetic spectrum management systems.

  • Demonstrated experience with RF propagation modeling, link budget analysis, and interference analysis tools.

  • Experience with spectrum monitoring equipment, RF measurement tools, and spectrum analyzer platforms.

  • Working knowledge of EW and CEMA concepts as they relate to spectrum deconfliction and range operations in a multi-domain training environment.

Preferred Qualifications

  • 15+ years of professional experience in cellular system operations, radio frequency engineering, and spectrum management in a DoD, federal, or commercial telecommunications environment.

  • Former Army 25E (Electromagnetic Spectrum Manager) or 29E (Electronic Warfare Specialist) MOS with direct DoD spectrum management experience, including STA coordination and JEMSO/SPECTRUM XXI tooling, transitioning to a contractor role.

  • RF or spectrum engineer from a defense contractor who has supported CEMA, EW, or multi-domain range operations at a DoD training facility with active TS/SCI.

  • Former Air Force 1C6XX (Space Systems Operations) or Navy CTT (Cryptologic Technician Technical) with spectrum analysis and EW experience applicable to a ground-based range environment.

  • Commercial cellular engineer (Ericsson, Nokia, or equivalent OEM background) who has transitioned to DoD-cleared work supporting private LTE or 5G range network deployments at a military installation.
