PLA is looking for the Senior Quality Control (QC) Manager is responsible for planning, implementing, and overseeing the Quality Control Program for the rehabilitation of underdrain filtration systems and associated backwash infrastructure at the wastewater treatment plant.
This role ensures that all construction, installation, testing, and commissioning activities comply with contract specifications, engineering drawings, regulatory standards, and approved quality management procedures.
The QC Manager serves as the primary authority for quality compliance on the project, coordinating with the Owner, Engineer, Construction Manager, subcontractors, and testing laboratories to ensure that all materials, equipment, and workmanship meet the required standards.
Key Responsibilities1. Quality Control Program Management

  • Develop, implement, and maintain the Project Quality Control Plan (QCP) in accordance with contract requirements.
  • Establish inspection and testing protocols for filtration system rehabilitation and backwash equipment installation.
2. Inspection & Verification

Lead inspection activities for all major construction and rehabilitation elements, including:
Filter System Rehabilitation

  • Underdrain system replacement or rehabilitation
  • Filter media removal and installation
  • Support gravel placement
  • Nozzle and underdrain plate installation
  • Concrete and structural repairs within filter cells.
Backwash System Installation

  • Backwash piping systems
  • Valves and actuators
  • Pump installation
  • Instrumentation and controls
  • Air scour systems.
3. Material Quality Control

Review and approve:
  • Material submittals
  • Shop drawings
  • Product certifications
  • Mill test reports
  • Factory acceptance test (FAT) documentation.
4. Testing & Commissioning Oversight

Oversee and coordinate:
  • Filter media gradation testing
  • Hydraulic performance tests
  • Backwash flow testing
  • Pump performance testing
  • Valve and actuator testing
  • Instrumentation calibration
  • SCADA integration verification.
Witness and document:
  • Start-up procedures

  • Operational testing

  • Performance acceptance tests.
5. Non-Conformance Management

  • Identify and document non-conforming work (NCRs).
  • Implement corrective and preventive actions (CAPA).
  • Track and close all NCR items.
6. Documentation & Reporting

Maintain project quality documentation including:
  • Inspection reports
  • Test reports
  • Material certifications
  • NCR logs
  • Quality audit records
  • Commissioning documentation.
Prepare:
  • Weekly QC reports

  • Monthly quality summaries

  • Owner quality review presentations

7. Coordination with Stakeholders

Serve as the primary quality liaison between:
  • Owner / utility authority
  • Engineering consultant
  • Construction manager
  • Contractors and subcontractors
  • Independent testing laboratories.
Attend:
  • QC coordination meetings
  • Pre-installation meetings
  • Commissioning reviews.
8. Quality Audits & Compliance

Perform routine audits of:
  • Construction practices
  • Inspection procedures
  • Testing protocols
  • Subcontractor quality programs.
Required QualificationsEducation

  • Bachelor’s Degree in Civil Engineering, Environmental Engineering, Construction Management, or related field

Experience

  • 10+ years of construction quality management experience
  • 5+ years on water or wastewater treatment plant projects

  • Demonstrated experience with:
    • Filtration systems
    • Pumping systems
    • Process piping
    • Mechanical installations.
