Responsibilities
Noblis is positioned to provide technology and operational solutions to senior decision makers in the Department of Homeland Security (DHS) in the Science and Technology (S&T) Directorate. The DHS S&T Directorate is the primary research and development arm of DHS and manages science and technology research, from development through transition, for the Department's operational components and first responders. Established by Congress to provide innovative solutions to the nation's homeland security challenges, S&T is the core source of scientific and engineering expertise for DHS and is uniquely postured to enhance our nation's security and resilience by providing knowledge products and innovative technology solutions for the Homeland Security Enterprise (HSE).

The Senior Data Analyst will provide data analytics, visualization, and systems development support to a front office organization within the Department of Homeland Security's (DHS) Science & Technology Directorate (S&T). This organization is responsible for planning and executing senior-level and strategic engagements across industry, interagency, international, Congressional, and intelligence community partners.
The successful candidate will design and build data collection systems, develop and manage datasets, and create near real-time data visualizations with integrated analytics and automation to support efficient planning and execution of S&T leadership engagements and strategic priorities. This includes developing database solutions that function as a lightweight engagement management system - capturing engagement history, partner relationships, outcomes, and progress against strategic priorities. The role requires proactive engagement with offices across S&T to identify, collect, and where possible automate the ingestion of engagement data.
The successful candidate will also support congressionally mandated reporting requirements by developing strategic planning and operational data collection processes that enable timely, accurate, and repeatable reporting. The successful candidate will be self-motivated, operate well in a matrixed environment, effectively manage competing priorities, and be comfortable translating complex data into clear, actionable insights for senior leaders and nontechnical audiences.
This is currently a hybrid position with a blend of on-site and remote work, requiring staff to be on-site at the DHS S&T client site in Washington D.C. as needed. Applicants must be able to regularly commute to Washington D.C.
Responsibilities include, but are not limited to:
  • Designing, developing, and maintaining databases and data collection systems to capture engagement activities across industry, interagency, international, Congressional, and intelligence community partners.
  • Building and maintaining near real-time dashboards, reports, visualizations and data-driven briefing materials that provide senior leadership and external audiences with actionable insights into engagement planning, execution, and outcomes.
  • Developing automated data collection and ingestion processes, coordinating with offices across S&T to identify data sources and reduce manual reporting burdens.
  • Creating and managing datasets that function as a lightweight engagement management system, tracking partner relationships, engagement history, points of contact, and outcomes.
  • Developing and maintaining data collection processes and reporting frameworks to meet congressionally mandated reporting requirements.
  • Conducting ad hoc analyses and providing quick-turn insights on engagement trends, coverage gaps, and strategic opportunities to inform leadership decision-making.
  • Engaging with stakeholders across S&T to understand data needs, gather requirements, and ensure data products align with planning and operational priorities.
  • Developing standard operating procedures and documentation for data systems, ensuring continuity and scalability as engagement tracking matures.
  • Improving operational efficiency by designing and implementing automated workflows that streamline manual processes, reduce redundancy, and ensure consistency in how data is managed, accessed, and maintained.
  • Working closely with stakeholders to optimize data handling practices, strengthen data governance, and enable more efficient, reliable information flow in a matrixed environment.

Required Qualifications
  • Bachelor's degree with 10+ years of related experience OR Advanced Degree with 5+ years of related experience. Preference for Degrees in Information Systems, Data Science, Computer Science, Database Administration, Information Management, or related field.
  • Eligibility to obtain a Secret Clearance and DHS Suitability determination.
  • Demonstrated experience designing and building databases, data collection systems, or engagement tracking tools using Microsoft SharePoint Lists and Power Platform tools.
  • Strong ability to translate complex data into clear, actionable insights for nontechnical and senior-level audiences.

Desired Qualifications
  • Experience developing CRM-like systems or engagement management databases in environments without commercial CRM tools.
  • Experience with workflow automation, ETL processes, or scripting (e.g., Python, SQL, Power Automate) to streamline data collection and reporting.
  • Experience leveraging Artificial Intelligence to streamline business processes.
  • Proficiency in Power BI, including building dashboards, data models, and automated refresh schedules.
  • Familiarity with federal reporting requirements, including congressionally mandated reports or OMB data calls.
  • Experience working in a federal front office, strategy, or executive operations environment.
  • Experience collecting and integrating data from multiple organizational sources with varying formats and reporting cadences.
  • Understanding of stakeholder engagement functions, including industry, interagency, international, or Congressional engagement.
  • Experience developing dashboards or analytics products that support strategic planning or executive decision-making.
  • Demonstrated ability to work independently and at pace with senior executives, rapidly translating strategic direction into delivered data products.
  • Experience developing DAX measures, calculated columns, and complex Power BI data models connecting multiple SharePoint List sources.
  • Familiarity with Power Apps for building lightweight data entry or data management applications.
  • Experience supporting DHS, DoD, or other national security organizations.
  • Ability to work in a dynamic team-oriented environment, demonstrate teamwork and initiative, and function productively in the face of new assignments and the re-prioritization of existing assignments and processes.
  • Project Management Professional certification or demonstrated experience managing data projects from requirements gathering through delivery.
  • Certification in Microsoft Office, SharePoint, or Power Platform.
  • Active Secret clearance (Top Secret/SCI preferred) and current DHS Suitability are strongly preferred.

Salary at Noblis is determined by various factors, including but not limited to, the combination of education, certifications, knowledge, skills, competencies, and experience, internal and external equity, location, and clearance level, as well as contract-specific affordability and organizational requirements and applicable employment laws. The projected compensation range for this position is provided within the posting and are based on full time status. Part time staff receive a prorated salary based on regularly scheduled hours. The estimated minimum and maximum displayed represents the broadest range for this position (inclusive of high geographic and high clearance requirements), and is just one component of Noblis' total compensation package for employees.
