Job Description

We are seeking a Database Administrator/Developer to provide engineering and technical support for the Navy Information Operations Database (NIODB). This role supports data management, interoperability, database development, and Electronic Warfare (EW) data environments across legacy and emerging systems.

This position is designated as Key Personnel for proposal submission and requires a signed Letter of Intent.

Key Responsibilities

  • Design and maintain NIODB data architecture supporting legacy and next-generation systems

  • Develop, maintain, and optimize relational databases (primarily Oracle RDBMS)

  • Support web application development using C#, .NET (Web Forms/MVC), JavaScript, Angular, JQuery, and JSON

  • Convert and normalize legacy data formats (CSV, XML) into modern data structures (JSON/XML schemas)

  • Develop and maintain NIODB workflows and quality assurance processes for IW data management

  • Support software installation, configuration management, security, and system documentation

  • Collaborate with system administrators, network engineers, and cybersecurity personnel to define development environment requirements

  • Liaise with Navy, DoD, and national organizations to integrate new database formats into authoritative systems

  • Support disaster recovery and continuity of operations through alternate NIODB site maintenance

  • Perform testing, verification, and validation (TV&V) of data products and applications

  • Support development and sustainment of Surface EW training databases and subsurface ES libraries (e.g., BLQ-10B)

  • Develop Plans of Action and Milestones (POA&M) and related documentation

  • Support Agile development processes, including sprint-based delivery and iterative improvements

Qualifications
  • Active TS/SCI clearance

  • DoD 8140 Cybersecurity Workforce certification (Security+ required on day one)

  • 5+ years of experience with relational database development (Oracle preferred), including SQL, PL/SQL, and/or T-SQL

  • Experience supporting Oracle Enterprise RDBMS in a web-based application environment

  • Demonstrated experience with .NET desktop and web application development (Web Forms, MVC, WPF)

  • Experience with XML technologies including XML schemas and XSLT for data parsing and transformation

  • Experience designing and maintaining applications/databases supporting NIODB or similar secure DoD systems

  • Experience supporting EW systems or threat library development (e.g., SLQ-32, BLQ-10B)

  • Experience developing and maintaining standalone desktop applications using .NET and XML data stores

  • Strong understanding of data standardization, migration, and interoperability in secure environments

Preferred Qualifications

  • Experience supporting NIODB or Navy Information Operations programs

  • Familiarity with SIPR environment development and deployment

  • Experience integrating EW data into operational or training systems

  • Exposure to Agile project management tools and methodologies
