Description:
Position Summary
Our client is seeking a Senior Data Developer to design, develop, and implement scalable cloud-based data integration and migration solutions supporting the CMS Data Modernization Program. This role will focus on building Azure-based ETL/ELT pipelines, supporting legacy-to-cloud migration activities, implementing multizone data lake solutions, and enabling enterprise reporting and analytics.
The ideal candidate will possess strong hands-on expertise in Azure Data Factory, Azure SQL, cloud data engineering, and legacy data migration.
Key Responsibilities
  • Design, develop, and maintain Azure Data Factory (ADF) pipelines for ingestion, orchestration, and transformation.
  • Build scalable ETL/ELT solutions supporting enterprise data migration and modernization.
  • Implement multizone data lake architectures (Bronze/Silver/Gold) using Azure cloud technologies.
  • Develop and optimize SQL/T-SQL scripts, stored procedures, and transformation logic.
  • Extract and migrate data from legacy/mainframe environments including IMS DB/DC and DB2 systems.
  • Implement automated monitoring, logging, alerting, and error handling frameworks for data pipelines.
  • Support scheduling frameworks, orchestration sequencing, and refresh cycle management.
  • Develop CI/CD deployment pipelines supporting data movement and database objects.
  • Execute end-to-end migration activities including extraction, transformation, validation, delta loads, and production cutovers.
  • Implement data quality and validation controls supporting reconciliation and accuracy reporting.
  • Collaborate with architects, analysts, SMEs, and project leadership teams.
  • Support Azure governance standards including RBAC, ABAC, and Key Vault integration.
  • Perform source system inventory and data discovery activities to support migration planning.
  • Develop and maintain ingestion contracts, including field-level source-to-target mapping documentation.
  • Support data classification efforts, including identification and documentation of PII, SSN, and other sensitive data elements.
  • Design and support transactional staging environments for data ingestion and migration processes.
  • Create and maintain Azure Data Factory (ADF) pipeline specifications and support technical documentation.
Required Qualifications
  • 7+ years of experience in data engineering, ETL development, or cloud data modernization.
  • Strong hands-on expertise with Azure Data Factory (ADF).
  • Experience with Azure SQL, Azure Data Lake Storage (ADLS), and Azure cloud ecosystems.
  • Strong SQL and T-SQL development skills.
  • Experience developing multizone data lake solutions.
  • Experience migrating data from legacy or mainframe environments.
  • Experience implementing monitoring, logging, and automated validation frameworks.
  • Familiarity with DevOps and CI/CD processes.
  • Strong troubleshooting, analytical, and communication skills.
Preferred Qualifications
  • Experience supporting government or highly regulated environments.
  • Azure Data Engineer certifications.
  • Experience with Dynamics 365 and Power Platform integrations.
