Program Overview

The DOS ESDA Program supports the U.S. Department of State, Global Acquisitions (GA) on a high-visibility modernization initiative consolidating fragmented governance, sourcing, and platform support into a unified Integrated EDSA Governance & Shared Services Team.

This program streamlines decision-making, enhances transparency, and accelerates technology delivery across ServiceNow, SharePoint, Power Platform, and procurement analytics. The initiative strengthens enterprise governance, improves platform health and utilization, and modernizes digital workspaces to support GA's evolving mission needs.


Job Description:

The Senior Solution Engineer - ServiceNow & SharePoint Developer serves as the program's primary platform engineer across ServiceNow and SharePoint Online environments. This role is responsible for maximizing out-of-the-box capabilities, delivering secure and scalable configurations, leading modernization efforts, and supporting cross-platform integration within a lean, multi-skilled Shared Services team.

This position plays a critical role in driving enterprise platform governance, supporting Agile delivery, and ensuring solutions align with GA's modernization priorities and technical backlog.


Key Responsibilities:ServiceNow Platform Leadership
  • Serve as the primary ServiceNow developer, executing configuration, scripting, and platform enhancements.

  • Maximize ServiceNow Out-of-the-Box (OOTB) functionality and conduct Fit/Gap analyses prior to custom development.

  • Implement required patches, upgrades, and version updates to maintain platform compliance, security, and stability.

  • Support development of ServiceNow health, utilization, and PMO reporting products.

  • Troubleshoot issues and coordinate with PMO governance to align work with approved backlog priorities.

  • Ensure all ServiceNow solutions adhere to GA's enterprise governance and security standards.

SharePoint Modernization & Development
  • Serve as the primary SharePoint Online (SPFx) developer, delivering modern pages, site templates, custom webparts, and UX improvements.

  • Support migration of legacy SharePoint Classic environments into Modern Communication and Hub Sites.

  • Develop and maintain SPFx components, site branding, and scalable information architecture.

  • Conduct quarterly content and permission audits to reduce digital rot and prevent inheritance sprawl.

  • Respond to operational SharePoint requests (permissions, lists, content updates) within established timelines.

  • Define and implement scalable, role-based permission models to ensure secure and maintainable access controls.

Cross-Platform & Agile Collaboration
  • Collaborate with ServiceNow, SharePoint, Integration, and Power Platform engineers to deliver cohesive enterprise solutions.

  • Provide cross-training and surge support for Power Automate workflows and Power Apps development as needed.

  • Lead stakeholder requirements sessions to translate business needs into modern, maintainable platform solutions.

  • Support Agile delivery by refining stories, estimating effort, and delivering incremental solutions within sprints.

  • Align all work to PMO governance processes and the unified Technical Backlog of approved sprint priorities.


Required Qualifications:
  • Experience configuring and developing in ServiceNow environments.

  • Experience developing in SharePoint Online, including SPFx and modern site architecture.

  • Ability to assess requirements and distinguish between OOTB capabilities and custom development needs.

  • Familiarity with scripting (e.g., JavaScript) in ServiceNow and SPFx environments.

  • Experience managing SharePoint permissions, content governance, and modern page development.

  • Ability to support troubleshooting, testing, and iterative enhancements.

  • Strong written and verbal communication skills.

  • Bachelor's degree and 8+ years of relevant enterprise platform development experience (or equivalent combination of education and experience).


Preferred Qualifications:
  • Experience developing Power Apps or supporting Power Platform workflows.

  • Experience supporting SharePoint migrations (Classic → Modern).

  • Familiarity with Power Automate and cross-platform integrations.

  • Experience supporting federal agencies or enterprise modernization programs.

  • Exposure to Agile delivery environments within governed federal enterprises.
