Position Description
Redhorse Corporation is seeking a GIS Specialist to assist on task with our client the Bureau of Land Management (BLM). The BLM’s Landscape Approach, including the Assessment, Inventory, and Monitoring (AIM) Strategy provides high-quality information about ecosystem conditions and trends for decision-making. This monitoring data is essential for the BLM to fulfill its multiple-use mission and sustain the diverse uses and benefits of public lands. The monitoring portion of the AIM Strategy is being implemented across the BLM, thus addressing multiple resource questions at multiple scales. The BLM requires a dedicated GIS Specialist / Analyst for AIM Data Support with specific technical skills and expertise to provide geospatial data support.
Duties and Responsibilities:
  • Update and maintain multiple databases (including ArcSDE, Access, Microsoft SQL Server) with versioning and replication as needed.
  • Create and maintain data applications for field data collectors and build database calculation code to manipulate data.
  • Support data collection, processing, summarizing and/or analyzing of natural resource data and the implementation of AIM and other initiatives.
  • Compile complex aquatic, terrestrial, and wetland survey into national geodatabases and combine it with other spatial data layers to facilitate data access and analysis.
  • Develop editing processes, standard operating procedures, and software interfaces to facilitate spatial data capture and editing associated with multiple enterprise-level databases associated with the AIM program including Aquatic AIM, Terrestrial AIM, Wetland AIM, Proper Functioning Condition (PFC), Landscape Monitoring Framework (LMF), National Resource Inventory (NRI), National Wetlands Inventory (NWI), and others.
  • Assist in developing and maintaining a sample design database that captures feature-level metadata about individual AIM monitoring projects to appropriately apply statistical calculations across multiple scales.
  • Develop and implement quality assurance and quality control (QAQC) procedures to routinely ensure data quality and integrity during multiple phases of data capture. This includes:
    • Developing and recommending data requirements and standards to support state and national AIM leads
  • Maintaining metadata and documentation for databases and layers
  • Providing summary data analysis
  • Serve as a consultant/liaison to personnel preforming survey data capture and spatial data manipulation for applications. This requires:
    • A strong understanding of applied ecology and field natural resources data collection
    • Advocating for the user’s needs/requirements with management and with those
    • Responsible for supporting the BLM AIM computing environment.
    • Identifying and resolving problems with user requirements
    • Identifying and defining data elements
  • Create, test, and use workflows to compile, edit, migrate, build, and maintain the authoritative BLM AIM data repository for the agency and public access.
  • Write scripts and macros to perform specific operations within existing software packages; specifically, ArcSDE, Feature Manipulation Engine (FME), Python, Microsoft SQL Server, and Microsoft Access, as well as ArcGIS SDE versioning, data replication, and other database processes.
  • Make periodic inspections of AIM data, updates, and maintenance activities to determine conformance with established policies, plans, standards, and procedures of the AIM protocols.
  • Instruct personnel in procedural requirements for proper implementation of stream, wetland, and terrestrial monitoring activities.
  • Assist users interfacing with AIM databases.
  • Conduct landscape-level geospatial assessments to answer specific ecological and natural resource questions.
  • Support the integration of remote sensing data and analyses into AIM natural resource monitoring efforts.
  • Assist with virtual training classes for AIM practitioners on technical subjects relating to the use of data collection and management tools and final products.
  • Provide expert advice and communicate any needed schema and/or web services needs to AIM staff during the development of AIM data and tools.
Requirements for Experience, Skills, Education and Credentials include:
  • Bachelor’s degree in related field and a minimum of 10 years’ experience
  • Experience designing and developing web-based geospatial business solutions
  • such as: ArcGIS Collector, ArcGIS Configurable Apps, ArcGIS Dashboards, ArcGIS Experience Builder, ArcGIS Field Maps, ArcGIS Online, ArcGIS StoryMaps, ArcGIS Survey123, ArcGIS Web AppBuilder, ArcMap (ArcGIS Desktop), ArcPro, ArcSDE, Esri Hub, Portal for ArcGIS
  • Mobile data collection especially involving offline/disconnected workflows.
  • Using R programming language for statistical computing and graphics
  • Experience with web-based geospatial O amp;M
  • Experience supporting or maintaining: Geospatial database schemas, ArcGIS Server services, Web-based GIS maps and web-applications, Complex programming or scripting code.
  • Experience working in a multi-user, enterprise geospatial environment such as: Developing/supporting solutions using Esri software along with SQL Server, Developing/supporting mobile applications and/or AGOL services, Building mobile applications that use/integrate with enterprise / AGOL services.
Work location: on-site in Denver or remote.
Compensation range for this position is the following:
  • Starting $80,000/year to $90,000/year
