Job description

The DC Office of the Chief Technology Officer's Enterprise Data division seeks an on-site GIS Analyst who can leverage geographic information system (GIS) technology to analyze, visualize, and manage spatial data to support decision-making within the DC Government. This role involves managing enterprise level geospatial datasets, producing map products, conducting spatial analyses, and configuring low code/no code web-based maps and applications for various projects across city agencies. The GIS Analyst collaborates with departments to meet data requirements, ensures data quality& accuracy, and utilizes platforms like Esri ArcGIS to create accessible maps, applications, and visualizations.
The candidate is expected support the creation and maintain of geospatial datasets, provide spatial analysis, and configure static map production, and web-based geospatial production using Esri ArcGIS Pro and ArcGIS Online suite of products including but not limited to Instant Apps, Dashboards, Experience Builder, Survey123, Story Maps, and Hub.
The position requires the candidate to work independently with customers to gather requirements, provide status updates and build relationships
Primary responsibilities:
-Manage DC GIS Products and Services (Data, Maps, Reports, and No Code/Low Code Applications) throughout Product Lifecycle (Creation, Implementation, Updates, Usage, Quality Management (QA/QC), and Archival)
-Update and Maintain Metadata to support Data Standards and the development of Generative AI Assistance.
-Create, update and integrate existing or new GIS data layers using a variety of software.
-Coordinate with other technicians and analysts in various projects have a geospatial component.
-Provide technical expertise in support of District agencies, personnel, and users consumption of GIS products, services and data.
-Support Ad-Hoc requests from various DC Agencies to develop Geospatial Products and Supporting Documentation.
-Perform other duties as assigned.
CONTRACT JOB DESCRIPTION
Responsibilities:
1. Analyzes, designs, develops, implements, and supports enterprise complex projects.
2. Interfaces with other offices; consults with and inform user departments on system requirements; and resolves problems and operating difficulties for the current and future enhancements to District's system.
3. Participates in problem resolution related to system design and implementation review.
4. Recommends approval of functional and technical design documents and implementation of systems, program enhancements and updates of applications.
5. Analyzes and evaluates system changes to determine feasibility, alternative solutions, and back-up procedures.
6. Works on the development of new systems, as well as upgrades and enhancements to existing systems; and ensures systems are in compliance with approved standards.
7. Develops complex programs and reports in database query language.
Minimum Education/Certification Requirements:
Bachelor's degree in IT or related field or equivalent experience
