Technical Lead / Solution Architect 
Location: Washington, DC Metropolitan Area 
Employment Type: Full-Time

The Federal Mediation and Conciliation Service (FMCS) is an independent U.S. federal agency dedicated to fostering productive labor-management relationships and helping employers and labor unions resolve workplace disputes without the need for strikes, lockouts, or litigation. Through mediation, arbitration, conflict prevention, and collaborative training programs, FMCS helps improve communication and cooperative problem-solving while administering labor relations programs under federal law to support stable, productive workplaces nationwide.
Position Overview
Nationwide IT Services (NIS) is seeking a highly experienced Technical Lead / Solution Architect for a potential opportunity to provide technical leadership for a Federal Application Development and Support Services (ADSS) program. This individual will serve as the senior technical authority responsible for enterprise architecture, solution design, modernization planning, software engineering standards, cloud architecture, and technical governance across the application portfolio.
The Technical Lead will work closely with Government leadership, the Program Manager, developers, cybersecurity personnel, infrastructure engineers, and business stakeholders to design scalable, secure, and maintainable enterprise solutions supporting Microsoft 365, Azure Government, Power Platform, .NET applications, SQL Server, SharePoint Online, and cloud modernization initiatives.
Key Responsibilities
  • Serve as the technical authority for all application development, modernization, integration, and cloud engineering activities.
  • Lead enterprise architecture planning and solution design across Microsoft 365, Azure Government, Power Platform, custom .NET applications, SQL Server, SharePoint Online, AWS-hosted systems, and related enterprise technologies.
  • Develop solution architectures, technical roadmaps, reference architectures, system designs, and implementation strategies.
  • Collaborate with Government stakeholders to translate business requirements into scalable, secure, and maintainable technical solutions.
  • Lead technical planning for application modernization, cloud migration, API development, system integration, and legacy system transformation.
  • Provide technical leadership throughout the Software Development Life Cycle (SDLC), including requirements analysis, architecture, development, testing, deployment, and operations.
  • Establish software engineering standards, coding practices, DevSecOps processes, configuration management, and release management procedures.
  • Review technical designs, software code, infrastructure configurations, and architecture artifacts to ensure adherence to Federal standards and best practices.
  • Mentor developers, engineers, and technical staff while fostering continuous improvement and knowledge sharing.
  • Coordinate closely with cybersecurity personnel to ensure solutions support FISMA, NIST SP 800-53, Zero Trust, ICAM, ATO, and secure software development requirements.
  • Support Agile ceremonies, backlog refinement, sprint planning, technical estimations, and architecture reviews.
  • Identify technical risks, develop mitigation strategies, and recommend modernization priorities.
  • Prepare architecture documentation, technical decision records, system diagrams, interface specifications, and operational documentation.
  • Support technical proposal development, technology evaluations, proof-of-concept activities, and transition planning.
Required Qualifications
  • Bachelor’s degree in computer science, Information Technology, Software Engineering, Computer Engineering, or related technical discipline.
  • Minimum of 10 years of progressively responsible software engineering and solution architecture experience.
  • Minimum 5 years supporting Federal Government enterprise IT systems.
  • Minimum 5 years serving as a Technical Lead, Lead Engineer, Solution Architect, or Enterprise Architect.
  • Demonstrated experience leading large application modernization or enterprise software development initiatives.
  • Extensive experience designing cloud-native and hybrid enterprise architectures.
  • Strong understanding of Agile software development methodologies.
  • Experience leading multidisciplinary software engineering teams.
  • Excellent written and verbal communication skills with the ability to brief executive leadership.
