Solid Waste Manager
Position Summary
Under limited administrative direction, the Solid Waste Division Manager provides executive leadership for the City's Solid Waste Enterprise Fund and all residential solid waste operations. The position is responsible for strategic planning, operational excellence, fiscal stewardship, workforce leadership, customer experience, regulatory compliance, emergency management, capital programming, commercial above-ground and underground Nord container services, commercial franchise administration, and continuous improvement. The Division Manager serves as a member of the Public Works & Engineering leadership team and advises executive management on policy, operational, and financial matters affecting solid waste services.
Organizational Role
Reports to the Assistant Director, Public Works & Engineering.
Provides direct supervision to division supervisors, administrative staff, and other assigned personnel.
Collaborates with Engineering, Traffic, Fleet, Finance, Procurement, Legal, Development Services, Risk Management, and Emergency Management.
Represents the City before residents, businesses, contractors, regulatory agencies, and the City Commission.
Strategic Responsibilities
Develop and implement long-range strategic plans for the Solid Waste Division.
Establish measurable performance goals and operational benchmarks.
Develop enterprise fund financial plans and five-year capital improvement programs.
Evaluate emerging technologies and industry best practices.
Support sustainability and environmental stewardship initiatives.
Operational Responsibilities
Direct residential refuse, recycling, yard waste, and bulk collection operations.
Manage commercial above-ground and underground Nord collection services.
Administer commercial franchise agreements and monitor contractor compliance.
Optimize routes using Geographic Information Systems (GIS) and related technology to collect, analyze and assess operational analytics and performance dashboards.
Coordinate fleet utilization, asset replacement, and preventative maintenance.
Financial Stewardship
Prepare and administer annual operating and capital budgets.
Perform rate and cost-of-service analyses.
Monitor revenues, expenditures, and enterprise fund performance.
Administer procurement, contracts, grants, and consultant services.
Leadership & People Management
Recruit, mentor, evaluate, and develop employees.
Foster accountability, innovation, safety, and continuous improvement.
Lead succession planning and workforce development.
Manage employee relations, performance evaluations, and disciplinary actions.
Emergency Management
Serve in the Emergency Operations Center as assigned.
Manage debris operations before, during, and after disasters.
Coordinate FEMA reimbursement documentation and debris contracts.
Minimum Qualifications and Standards Required
Bachelor's degree in Public Administration, Business Administration, Engineering, Environmental Science, Operations Management, Logistics, or a closely related field; or an equivalent combination of education, training, and progressively responsible experience that provides the required knowledge, skills and abilities. Experience in municipal solid waste, public works, or related operations, including four (4) years of management experience. Equivalent combinations of education and experience may be considered.
Required Certifications
Valid Florida driver's license.
FEMA IS-100, 200, 300, 400, 700, and 800 within twelve months.
