Main Purpose of Job
The Environmental Compliance Specialist III will ensure compliance at hazardous materials transportation facilities and during en-route shipments with Maryland State regulations and federal requirements. The incumbent will also provide emergency response, professional technical assistance, and oversight for the mitigation of transportation-related incidents involving the release or threatened release of regulated hazardous materials and substances.\r\n\r\n\r\n**This position will be primarily based in North East Maryland and Upper Eastern Shore. Counties include Harford, Cecil, Kent, and Queen Anne's. Main reporting locations will be on highway shoulders, public roadways, and MSP and MDTA Weight and Inspection Facilities.**\r\n\r\n\r\nThis position involves the following working conditions:\r\n\r\n\r\n Exposure to uncomfortable or unpleasant surroundings, including outdoor environments.\r\n Must work outside in all weather conditions.\r\n Exposure to hazardous conditions that may result in injury such as hazardous materials incidents/ exposures.\r\n Working roadside, next to moving traffic, on major highways and secondary roads.\r\n Physical demands such as lifting 50 pounds or more, climbing ladders, and carrying equipment.\r\n Climbing into, onto, and under commercial vehicles. Lifting, carrying, and operating spill mitigation equipment. Donning personal protective equipment.\r\n Required use of protective equipment-such as goggles, gloves, masks, and etc. -during routine field work and hazardous materials response.\r\n\r\n\r\n\r\nThe incumbent will be required to drive a State vehicle. If you hold an out-of-state driver's license, you must provide a certified copy of your driving record from the issuing state's Motor Vehicle Administration at the time of hire. All individuals must maintain a driver's license with no more than 5 points on their driving record to operate a State vehicle.\r\n\r\n\r\n
MINIMUM QUALIFICATIONS
Experience:Six years of experience performing environmental regulatory compliance work in the areas of water pollution control; sediment and erosion control; tidal and non-tidal wetlands; flood control and waterway construction; storm water management; coal, non-coal and surface mining; air quality and air management control; solid wastemanagement; hazardous waste control; and oil pollution control.\r\nNotes:\r\n1.Candidates may substitute sixty credit hours from an accredited college or university which includes thirty credit hours in any combination of disciplines such as earth science, environmental science, geology, civil or environmentalengineering, biology, chemistry, agronomy, forestry or other related discipline and two years of experience performing environmental regulatory inspection or investigation work related to State, federal or local regulation, code or standardcompliance for four years of the required experience.\r\n2. Candidates may substitute the possession of a Bachelor'sdegree from an accredited college or university in earth science, environmental science, geology, civil orenvironmental engineering, biology, chemistry, agronomy, forestry or other related discipline and two years of experience performing environmental regulatory compliancework in more than one of the following areas: water pollution control; sediment and erosion control; tidal and non-tidal wetlands; flood control and waterway construction; storm water management; coal, non-coal and surface mining; air quality and air management control; solid wastemanagement; hazardous waste control; and oil pollution control for the required experience.\r\n3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Environmental Engineering and Natural Resources classifications or Environmental Engineering and Natural Resources specialty codes in the Engineering and NaturalResources field of work on a year-for-year basis for the required experience.\r\n
SELECTIVE QUALIFICATIONS
This Position REQUIRES incumbent to have the following\r\nUSDOT/ FMCSA Certifications and to be certified/ eligible to be certified by\r\nthe Maryland State Police Commercial Vehicle Enforcement Division to conduct\r\nroadside DOT inspections and enforcement:\r\n1) Current FMCSA North American Standard Part A\r\nCertification.\r\n2) FMCSA North American Standard Part B Certification.\r\n3) FMCSA General Hazardous Materials Inspector.\r\n4) FMCSA Cargo Tank Inspector\r\n5) FMCSA Other Bulk Package\r\n**If not currently certified, incumbent MUST obtain the\r\nCVSA Level VI HRCQ and Transuranic Waste Inspector Certification within one\r\nyear of employment.**\r\n
DESIRED OR PREFERRED QUALIFICATIONS
\r\nPlease note that your answers to the\r\nsupplemental questionnaire must correspond to the information provided on your\r\napplication to receive credit.\r\n-Currently authorized to perform roadside commercial\r\nvehicle safety inspections.\r\n-Experience serving as a Hazardous Materials Technician or\r\nas a functioning member of a hazardous materials response team.\r\n-Experience responding to hazardous materials incidents,\r\nincluding mitigation, containment, or support operations.\r\n-Experience operating an emergency vehicle in the course of\r\nofficial duties.\r\n-Experience investigating or assisting in post-crash\r\nvehicle collision investigations, including identifying pre-crash and\r\npost-crash vehicle defects.\r\n\r\n\r\n\r\n\r\n\r\n
LICENSES, REGISTRATIONS AND CERTIFICATIONS
1. Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland. \r\n2. Employees in this classification may be required to obtain and maintain certification or license in the designated environmental compliance area. \r\n
