Description Of Services
The Texas Health and Human Services Commission is seeking an experienced and highly skilled QA/Test Manager 3 to lead quality assurance efforts for the Electronic Health Records (EHR) application.
The QA/Test Manager will take full responsibility for the success of software testing initiatives, encompassing both manual and automated strategies. This individual will serve as a test advocate, ensuring high quality standards are met while managing resources, timelines, and issue resolution throughout the software development lifecycle.
The ideal candidate will be well-versed in EHR workflows, UAT preparation, test execution, and QA automation, with extensive experience in working within healthcare IT environments and strong communication skills to collaborate across clinical and technical teams.
  • Lead QA efforts for EHR applications, ensuring alignment with business and technical requirements.
  • Develop, execute, and maintain detailed test plans and scripts for manual and automated testing.
  • Oversee the full QA lifecycle, including unit, integration, system, regression, smoke, user acceptance, stress, and performance testing.
  • Coordinate and conduct User Acceptance Testing (UAT), aligning test cases with business requirements and stakeholder expectations.
  • Collaborate with internal and external stakeholders to define scope, troubleshoot issues, and ensure smooth implementation.
  • Mentor QA team members on methodologies, workflows, and testing best practices.
  • Provide detailed QA metrics and reports to measure software quality and track defects.
  • Manage defect tracking and resolution using tools such as ALM and JIRA.
  • Ensure adherence to QA standards, processes, and policies.
  • Support continuous process improvement initiatives within the QA function.

  • Writing and executing test cases; developing test plans - 9 years (Required)
  • SAAS product testing, software usability, SDLC- 9 years (Required)
  • Manual and automated testing processes and scripting - 9 years (Required)
  • EHR application testing across clinical, billing, and interface workflows - 9 years (Required)
  • Automation scripting with UFT (Unified Functional Testing) - 9 years (Required)
  • Complex SQL queries and database validations- 9 years (Required)
  • Using ALM, JIRA, Selenium, Katalon, UFT, etc.- 9 years (Required)
  • Creating QA metrics and defect tracking reports - 9 years (Required)
  • Leading and mentoring QA teams on EHR systems - 9 years (Required)
  • Developing test cases for various EHR user roles -9 years (Required)
  • Collaborating with stakeholders and managing testing lifecycles -9 years (Required)
  • Strong verbal and written communication skills -9 years (Required)
  • API testing and automation - 4 years (Preferred)
  • HL7 FHIR experience - 3 years (Preferred)
  • Object-oriented programming knowledge - 3 years (Preferred)
  • Load/performance testing - 3 years (Preferred)
  • Prior experience with Texas state agencies or other government environments - 3 years (Preferred)
