Job Title: Quality Assurance Manager Job Category: Engineering and Technical Support Time Type: Full time Minimum Clearance Required to Start: Secret Employee Type: Regular Percentage of Travel Required: Up to 10% Type of Travel: Local * * * The Opportunity: CACI is seeking a Quality Assurance Manager to support our U.S. Department of State, Bureau of Diplomatic Security (DS) customer. This position leads enterprise quality assurance efforts supporting Agile software development, DevSecOps, and IT service delivery across a dynamic federal IT environment. The successful candidate will collaborate with Development, Security, Operations, Project Managers, and Product Owners to establish software quality standards, oversee testing strategies, implement quality metrics, and drive continuous improvement throughout the Software Development Lifecycle (SDLC). This role is instrumental in ensuring software solutions are secure, maintainable, testable, and compliant with applicable federal and organizational standards. Responsibilities: * Lead quality assurance activities across Agile software development projects.
* Establish and maintain quality standards throughout the Software Development Lifecycle (SDLC).
* Ensure compliance with applicable federal and organizational standards, including NIST, OWASP, and Section 508.
* Review project deliverables and conduct quality reviews at key lifecycle milestones.
* Develop QA strategies supporting automated and manual testing.
* Oversee test planning, test case development, Independent Verification & Validation (IV&V), and User Acceptance Testing (UAT).
* Partner with Agile teams to integrate quality practices into sprint planning, releases, and DevSecOps pipelines.
* Define and monitor automated quality gates using tools such as SonarQube, Fortify, CAST, or similar platforms.
* Develop dashboards and report quality metrics, including defect trends, test coverage, code quality, security findings, and release readiness.
* Present quality metrics and recommendations to program leadership and Government stakeholders.
* Maintain QA policies, standards, and supporting documentation.
* Deliver training on quality assurance processes, testing methodologies, and quality tools.
* Drive continuous process improvement through lessons learned, retrospectives, and Agile quality best practices. Qualifications: Required: * Bachelor's degree in Computer Science, Information Technology, Software Engineering, or a related field.
* 7+ years of experience leading software quality assurance in Agile development environments.
* Experience with Agile methodologies, Software Development Lifecycle (SDLC), DevSecOps, and software testing practices.
* Experience implementing automated testing and software quality tools such as SonarQube, Fortify, CAST, Azure DevOps, Jira, or similar platforms.
* Knowledge of secure software development principles and federal standards, including NIST and OWASP.
* Experience developing quality metrics, dashboards, and executive reporting.
* Strong communication, collaboration, and organizational skills.
* Active Secret Clearance or the ability to obtain and maintain one. Desired: * Agile certification (CSM, PMI-ACP, SAFe, or equivalent).
* PMP, CSQE, ISTQB, or similar professional certification.
* Experience supporting Department of State or other federal civilian IT programs.
