Job Summary:

Are you interested in contributing to the quality of life in Toronto by providing decision makers with sound evidence? As part of the Research and Analyticsย Unit in the Policy and Strategic Planning Branch of P&R,ย you'llย join a team focused on turning data into actionable insights.ย ย 

You are a data analyst with strong statistical foundations and hands-on experience in preparing and analyzing large datasets in distributed environments. Working closely with stakeholders,ย you'llย ingest, clean, analyze, and visualize data.ย You'llย also design dashboards and queries, automate recurring analyses, andย maintainย key performance indicators that guide strategic priorities.ย 

Major Responsibilities:ย Data Visualization and Communication:ย 
  • Compiles data/statistical reports based on data analysis including formatting forย audience clarity.ย 
  • Produces data visualizationsย on a range of different data sources, including structured, unstructured,ย real-timeย and geospatial.ย 
  • Builds out data visualizationsย and resulting insightsย to inform decision-making or to contribute towards briefing decks.ย 
  • Updates KPI decks on a regular basis to outline major changes, annotates major research projects, and changes to the system that have impact toย KPls.ย 
  • Tracks andย maintainsย major Key Performance Indicators (KPls) and business impacts.ย 
  • Communicates analysis results to internal and external stakeholders.ย 
    ย 
Stakeholder Support:ย 
  • Builds relationships with key business users and decision makers to understand their business analytics needs.ย 
  • Develops,ย fostersย andย maintainsย effective working relationships with internal and external stakeholdersย 
  • Project management forย workย assigned, including prioritization, stakeholder communication,ย timelinesย and meeting minutes.ย ย 
  • Guides stakeholders to understand the analytics tools and automated dashboards to support decision making.ย 
  • Trains team members and other stakeholders on foundational analytics capabilities. Gives presentations at relevant learning networks, meetings and events related to findings and data analytics/science.ย

Research and Analytics:ย 
  • Provides technicalย expertiseย using data analysis techniques to City divisions in support of data-driven decision making.ย 
  • Uses data science to formulate solutions and/or recommendations (i.e. includingย utilizationย of traditional research methods).ย 
  • Uses statistical techniques (e.g. A/B testing, summary statistics on central tendency, etc.) to ensureย high qualityย analysis.ย 
  • Performs research on best practices related to data analysis and data visualization.ย 
  • Contributes to the development of corporate analytical models,ย dashboardsย and databases.ย 
  • Maintains data and recordsย in accordance withย Information Management best practices and guidelines (i.e. alignment of data governance best practices).ย 
  • Provides technical support andย assistsย with performing data cleaning, manipulation,ย analysisย and visualization on data to deliver insights and contribute to evidence informed decision making and solutions.ย 
  • Connects a variety of business data with location information and analyzes data to gainย additionalย insights.ย 
  • Sets up data queries, builds Extract, Transform and Load (ETLs), data pipelines and automates recurring analysis, and builds reusable scripts to speed up future analysis.ย 
  • Troubleshoots andย takes actions to resolveย issues associated to data,ย interpretationย and reporting.ย 
  • Ensures data quality,ย identifiesย errorsย and performs data cleaning to ensure accuracy and statistical significance.ย 
  • Implements changes to existing data measures based on analysis of historical data.ย 
  • Maintains up-to-date knowledge of both current and emerging data analytics and products.ย

Key Qualifications:ย

  1. Post-secondary education in Data Analytics, Statistics, GIS/Geomatics, Computer Science, Mathematics, Environmental Sciences, Social Sciences, Economics, Health Sciences or equivalent combination of education and relevant experience.ย 
  2. Considerable experience with data visualization software such asย Tableau, PowerBI, ArcGIS, R Shiny, Illustrator and other open-source data visualization tools.ย 
  3. Considerable experience in descriptive (e.g., mean, standard deviation) and predictive analysis (e.g. regression, time-series analysis, clustering, etc.)ย 
  4. Considerable experience with statistical computing, object-orientedย programmingย and database query languages (Python, SQL, R).ย 
  5. Considerable experience in business reporting and synthesizing information from operational systems to produce meaningful reports supporting decision-making.ย 
  6. Considerable experience with databases and data warehousing including organizing, compiling,ย manipulatingย and analyzing large datasets.ย 
You must also have:ย 
  • Excellent political acuity with consideration of context and timing.ย 
  • Ability to create and effectively present information (data storytelling).ย 
  • Ability toย effectivelyย facilitateย discussions with various audiences and collect business requirements.ย

  • Experience with metadata management, data lineageย tracingย and version control (git).ย
