AZDEQ is looking for a talented Project Manager who has experience overseeing large complex web portal projects using an Agile/Scrum methodology. This responsibility will entail leading the myDEQ web portal project from end-to-end through the software development life-cycle. The myDEQ web portal will enable our regulated customers to do most of their permitting, billing, payments, and data submission online. myDEQ will benefit over 18,000 businesses across Arizona. Currently, ADEQ conducts most of its business with its customer using manual processes. It receives permit applications, bill pay, notifications, and compliance data via paper form for roughly 140 different transaction types. These paper processes require non-value added time on the part of both ADEQ customers and ADEQ staff. Elapsed time from the customer beginning their paper creation to receiving final answer from ADEQ ranges from weeks to months. ADEQ is proposing to automate all these processes via a web portal that will be accessed by its customers, shareholders and staff. ADEQ anticipates savings in elapsed time ranging from 75% to 95% for each transaction by implementing these processes on-line via a customer web portal.

Qualifications

QUALIFICATIONS:

-Expert knowledge of Core Java, J2EE, EJB, MDB, JAX-WS, JAX-RS, MVC frameworks like Spring or Struts, and enterprise patterns
-Expert knowledge of Maven, Jenkins, SVN. Selenium
-Working knowledge of effectively translating user requirements into business, functional and test scenarios for projects of various sizes and complexity
-Requires knowledge and understanding of technical architecture, application systems design and integration in a large heterogeneous enterprise environment with hands on experience in SOA, Java/J2EE, XML, WebSphere or WebLogic Application Server
-Strong understanding of Web services (SOAP or REST concepts)
-Knowledge of WSO2 ESB, Developer Studio, Carbon platform, Application Server is an advantage
-Should have solid PM experience in both waterfall and agile environments.
-A minimum of 5 years of project management experience in a technical software development environment
-A minimum of 5 years managing large web portal projects in an Agile/Scrum environment
-Demonstrated experience driving projects successfully, including web, product, business operations, and ecommerce initiatives
-Experience in coordinating and eliciting requirements
-Demonstrated ability to work across multiple job levels to achieve results
-Demonstrated experience with Agile/Scrum software development methodologies
-Demonstrated use of sound and proven project management practices and automated tools
-Proven experience managing expectations and managing cross-functional teams
-Excellent interpersonal, written and oral communication skills with all levels of the organization
-Knows the value proposition as it relates to the business and ensures the project is successful to the value proposition
