Project Manager 2 (Scrum Master)

Virginia Dept of Health (VDH) is seeking a Project Manager 2 (Scrum Master) to act as a servant leader and facilitator for 2–3 Agile teams, ensuring effective implementation of Scrum and Kanban principles.

Key Responsibilities:

  • Serve as liaison between technical and non‑technical departments.
  • Communicate with management, developers, product owners and support specialists on product issues.
  • Coach the team on best practices (maintaining a healthy backlog, developing high‑quality user stories, estimating and delivery).
  • Organize and facilitate project planning, daily stand‑up meetings, reviews, retrospectives, sprint and release planning, demos and other Scrum‑related meetings.
  • Track and communicate team velocity and sprint/release progress.
  • Maintain process documentation.
  • Ensure the team members practice core agile principles of collaboration, prioritization, accountability, and visibility.
  • Assist with backlog maintenance and quality of user stories.
  • Improve transparency and communicate internally and externally.
  • Help prioritize and resolve defects/bugs.
  • Develop and maintain team working agreement, standards, and tools.
  • Manage team performance metrics and use them to drive efficiencies.
  • Identify and remove impediments, prevent distractions.
  • Facilitate discussion and conflict resolution.
  • Empower the team to self‑organize.

Required/Desired Skills:

  • Four‑year college diploma or university degree in computer systems design or computer science, and/or 10 years equivalent work experience.
  • Certified Scrum Master (CSM) certification.
  • Scaled Agile (SAFe) experience and certification is a plus.
  • Scrum Master or Business Analyst experience preferred.
  • Understanding of Agile software development methodologies, values, and procedures.
  • Thorough understanding of the software development lifecycle.
  • Understanding of the organization’s development platform and languages.
  • Ability to understand technical issues.

Salary: $100K–$110K per annum with benefits
