ENGINEER I
GENERAL DEFINITION OF WORK:
Work is performed under the general supervision of the City Engineer, Assistant City Engineer, or senior staff engineers who review work through conferences and inspections. The Development Engineer I classification is the entry-level professional engineering level. Assignments focus on performing and coordinating technical engineering reviews of private development projects to ensure compliance with city codes, ordinances, and engineering standards. Supports the management of municipal civil engineering projects of average difficulty and assists in reviewing construction plans, grading and drainage plans, and infrastructure design.
Salary Range:$68,439.07 to $80,517
ENGINEER II
GENERAL DEFINITION OF WORK:
Performs full professional engineering work, including design layout and plan review of city water management, transportation, and private development infrastructure projects. The Development Engineer II classification is distinguished from Level I by the additional experience required and the level and scope of responsibility exercised. Work is performed with independence, focusing on ensuring public infrastructure associated with development meets City of Germantown engineering standards. The City Engineer is available for assistance until proficiency is achieved.
Salary Range:$76,993.70 to $90,581
ENGINEER III
GENERAL DEFINITION OF WORK:
Performs expert-level professional engineering work, including the management of complex design, plan review, and construction of city utility, stormwater, and public facility infrastructure projects. Serves as a technical consultant to the City Engineer on specialized engineering projects and handles the most difficult or complex development problems.
The Engineer III classification is distinguished from the Engineer II by the additional experience required, greater complexity of assignments, the level of professional knowledge required and the responsibility for advising and assisting lower level professional or technical employees. Work is performed with considerable independence of judgment and initiative, and is reviewed by the City Engineer for adherence to policies, procedures and for program results. The Engineer III will handle the more difficult or complex problems and projects.
Salary Range:$96,968.14 to $114,080
NOTE: Salary is commensurate with experience for the position for which the candidate is hired.

ESSENTIAL JOB FUNCTIONS:
  1. Performs technical engineering review of development construction plans, subdivision plats, site plans, grading plans, and drainage reports associated with private development projects.
  2. Reviews stormwater management systems, drainage studies, roadway design, and public utility infrastructure to ensure compliance with City standards and engineering specifications.
  3. Coordinates engineering review of development projects with internal departments including Planning, Public Works, and Fire.
  4. Provides technical comments and guidance to developers and consulting engineers regarding required plan revisions and compliance with City engineering standards.
  5. Participates in pre-construction meetings to communicate engineering requirements and infrastructure standards.
  6. Tracks the status of engineering plan reviews and development projects from initial submission through final infrastructure acceptance.
  7. Coordinates with City inspection staff regarding the construction of public infrastructure associated with development projects.
  8. Assists with final inspection and acceptance of public infrastructure including streets, drainage systems, and utilities constructed as part of development projects.
  9. Responds to technical inquiries from developers, engineers, and the public regarding engineering standards and development construction requirements.
  10. Computes or checks for accuracy engineering calculations for design features such as storm drainage pipe size, slopes, detention facilities, and roadway geometry.

Qualifications
KNOWLEDGE, SKILLS AND ABILITIES:
  • Knowledge of and the ability to apply modern principles and practices of civil engineering.
  • Knowledge of federal, state, and local laws pertaining to municipal civil engineering.
  • Knowledge of project management methods and practices to include methods of preparing designs, plans, specifications, estimates, reports and recommendations.
  • Knowledge of construction and maintenance methods, materials and equipment employed in water management and transportation projects.
  • Knowledge of standard drafting principles as needed to prepare construction drawings.
  • Skill in developing, reviewing, and modifying civil engineering plans, designs, and specifications of considerable difficulty.
  • Skill in using a computer, computer hardware and software related to the areas of responsibility.
  • Skill in communicating in writing and/or in person on a one-on-one basis and before groups for the purpose of influencing, motivating and convincing.
  • Ability to read and interpret all types of civil engineering plans and specifications, blue prints, maps, construction plans and drawings.
  • Ability to establish and maintain effective working relationships with employees, contractors, architects, skilled trades, and the general public.
  • Ability to represent the City in dealing with other governmental agencies and jurisdictions, contractors, and the general public on engineering matters.
  • Ability to direct professional and technical personnel to provide guidance and counseling.
  • Ability to analyze complex engineering problems and recommend solutions.
  • Ability to work independently, handle multiple projects and to plan, prioritize, and organize work load.

ENGINEER I
MINIMUM QUALIFICATIONS:
Bachelor's degree in Civil Engineering, Engineering Technology, Construction Management, or closely related field or the ability to obtain Bachelor's degree within 6 months of hire date, EIT certification preferred; or any combination of education, training, and experience providing the knowledge, skills, and abilities necessary to perform essential job functions.
ENGINEER II
MINIMUM QUALIFICATIONS: Bachelor's degree in Civil Engineering and current registration as a Professional Engineer preferred; or current registration as an Engineer In Training by the State of Tennessee with the ability to obtain licensure as a Professional Engineer within six (6) months and four (4) or more years of experience in civil engineering, municipal engineering, or land development review; or any equivalent combination of education and experience providing the above knowledge, skills, and abilities.
ENGINEER III
MINIMUM QUALIFICATIONS: Bachelor's degree in Civil Engineering and current registration as a Professional Engineer by the State of Tennessee and ten (10) years of responsible civil engineering experience; or any equivalent combination of education and experience providing the above knowledge, skills, and abilities.
ENGINEER I, II & III WORKING CONDITIONS: Majority of work takes place in an office environment. Some outside work is required to perform field investigations and inspections at the construction site. Work is not considered inherently dangerous but care must be taken when inspecting project sites. Occasionally required to walk over uneven surfaces, stoop, kneel, crouch or crawl. May be required to lift up to 50 lbs. Traveling is often required to attend meetings and conferences.
SPECIAL REQUIREMENTS: Possess a valid Driver's License.
