What We're Looking For
Michael Baker International is seeking a System Configuration Lead to join our Tidal Basin practice in a fully remote capacity within the United States. This senior-level role serves as the primary owner of the configuration function for Phoenix OneCase (P1C), our configurable grants and case management platform supporting HUD CDBG-DR disaster recovery and broader public program delivery. You will set the standard for how new programs are built, lead and mentor a team of system administrators, and serve as the senior escalation point for complex configuration challenges across both production deployments and business development engagements.
The ideal candidate is a seasoned platform configurator - someone with a business analyst's instinct for translating end-user needs into system solutions, a presenter's ability to captivate a room during live demos, and the analytical discipline to validate every detail before release. This is not an order-taker role. We are looking for a proactive problem solver who pushes back constructively, identifies process improvements, and brings rigor and creativity to every engagement. This position is open to candidates who are authorized to work for any employer in the United States without restrictions indefinitely.
What You'll Do
  • Own and enforce configuration standards, conventions, and quality controls across all P1C projects, reviewing and approving system administrator work before every production release.
  • Personally configure the most complex and highest-stakes programs end to end - including portfolio and program structure, application forms, workflow stages and dependencies, QAQC queues, role and field-level permissions, document rules, payment providers, and contract templates.
  • Lead, mentor, and develop system administrator staff; plan and balance configuration workload across production projects and business development demands.
  • Build, maintain, and grow a reusable configuration template library representing common program types, enabling faster and more consistent program standup.
  • Lead rapid proof-of-concept and demo builds for business development engagements - tailoring forms, workflow, branding, and language packs to each prospect's program and supporting the sales team live during presentations.
  • Build and maintain Power BI dashboards and reports on program data - covering application pipelines, workflow throughput, QAQC volumes, and funding utilization - for program managers and leadership audiences.
  • Write and execute SQL queries against relational databases for configuration validation, production issue troubleshooting, bulk data verification, and ad-hoc program team extracts.
  • Author and maintain determination letters and notification templates using merge fields and hand-edited HTML; enforce sandbox-to-production validation discipline across the team.
  • Apply AI assistants (Claude, Copilot, and similar tools) to accelerate configuration documentation, draft form content and UAT scenarios, and prepare first-pass translations - establishing team norms for responsible, data-sensitive use.
  • Ensure all configurations support ADA/WCAG accessibility standards and SOC 2-aligned practices; own the complete configuration documentation set including setup checklists, roles-and-permissions references, template catalogs, and per-project records.

What You Need to Succeed
Required
  • Bachelor's degree in information systems, business administration, public administration, or a related field - or equivalent demonstrated experience in a platform configuration or business analysis role.
  • 5+ years of hands-on experience administering and configuring a SaaS or low-code/no-code business platform (grants management, case management, Salesforce, Microsoft Dynamics, ServiceNow, or comparable), including forms, workflow design, and role/permission configuration.
  • At least 1-2 years in a senior, lead, or mentoring capacity - setting standards, reviewing others' work, and owning quality outcomes.
  • Working SQL skills: ability to independently write queries against a relational database (PostgreSQL preferred) for validation, troubleshooting, and data extracts.
  • Hands-on experience building Power BI dashboards and reports consumed by business and program stakeholders; comparable experience with Tableau or Looker considered.
  • Working knowledge of HTML sufficient to build, customize, and troubleshoot letter and notification templates.
  • Demonstrated experience managing platform configurations across sandbox and production environments with disciplined testing, validation, and change control practices.
  • Proven ability to translate complex business and program requirements into platform configuration without custom code - and to evaluate and improve others' configuration work.
  • Practical experience using AI assistants (such as Claude or Microsoft Copilot) in day-to-day work for documentation, drafting, and test data generation, with sound judgment about verification and data sensitivity.
  • Exceptional written communication and documentation habits; equally effective presenting to technical teams and non-technical program stakeholders.

Nice to Have
  • Experience with grants management systems, CDBG-DR or other HUD/federal disaster recovery programs, or government case management platforms.
  • Background as a business analyst or in a role that required translating end-user workflows and program requirements into system configurations.
  • Experience supporting sales engineering, live demos, or proof-of-concept builds tailored to prospect programs.
  • Familiarity with Azure AD user administration and payment gateway configuration (Stripe, PayPal, or Authorize.Net).
  • Experience with Azure DevOps for backlog management and wiki-based documentation collaboration.
  • Exposure to WCAG accessibility standards and SOC 2 compliance requirements in a platform administration context.

Compensation
The approximate compensation range for this position is $100,000 to $130,000. This compensation range is a good faith estimate for the position at the time of posting. Actual compensation is dependent upon factors such as education, qualifications, experience, skillset, and physical work location.
