In this position you will evaluate and recommend for approval clients' requests for new construction, renovation, and improvements of real property facilities including utility systems. Uses and applies technical engineering knowledge in developing programming documents for the accomplishment of operations and maintenance (O&M), military family housing (MFH), non-appropriated fund (NAF), Special Interest programs, host-tenant, host-nation real property maintenance by contract (RPMC), and/or military construction (MCP/MILCON) programs/projects. Coordinates projects with engineers in a variety of disciplines and/or with architects. Supports and works with engineer/architecture professionals to ensure all design, construction, or operations considerations have been addressed. Conducts site/facility surveys to gather preliminary information. Surveys result in the completion of a Base Civil Engineer Work Request (DD Form 1391) and the creation of a Military Construction Project Data (AF Form 332) that validate the request requirement(s) and are the basis for project advancement or referral for alternate course of action. Works with organizational managers, budget personnel, and engineering/architectural authorities to develop and gain approval for proposed facility programs/projects. Works with higher level engineers to determine the validity, feasibility, achievability, and efficiency of a proposed project based on constraints in scheduling, cost, manpower, etc.

KSAs:
1. General and practical knowledge of engineering concepts, methods, principles, practices, and techniques; familiarity with engineering disciplines (mechanical, electrical, structural, utilities, etc).
2. Knowledge of program planning and budgeting cycles, financial control, and budget systems; work classifications and the regulatory and statutory restrictions on the expenditures of appropriated and non-appropriated funds; automated data processing system capabilities and economic usage to effectively accomplish assigned functions.
3. Knowledge of standard contracting regulations, practices, and procedures.
4. Knowledge of analytical and diagnostic methods, procedures, and principles and surveying methods, equipment, and techniques of measurements to identify project requirements.
5. Ability to plan and record site/facility surveys and inspections.
6. Ability to research, analyze, interpret, and apply rules, regulations, and procedures in a variety of situations and recommend timely and economical solutions.
Additional Positions Requirements
1. This position requires the employee to occasionally travel away from the normal duty station.
2. The employee must be willing and able to travel on military and commercial aircraft.
3.The employee may be required to work overtime or compensatory lime.
4.The employee is required to work other than normal duty hours, which may include evenings, weekends, and/or holidays.
5. This is a key position. Incumbents must be removed from their military recall status if alternatives for filling the position during an emergency are not available.
6. Performs other duties as assigned.
