Job description

This position performs advanced and complex transportation engineering work in one or more functional areas such as planning, project development and design, construction, transportation/traffic operations and maintenance. Ensures compliance with applicable federal and state laws, policies, procedures, standards and guidelines. Work requires contact with governmental officials and private entities. Employees at this level establish their own work plan and priorities to meet set objectives. Issues are rarely referred to the supervisor but are handled at the occurrence.

Essential Duties:

The essential duties for a Transportation Engineer II include:

  • Assists in performing structural review of complex forming, falsework and erection details.
  • Performs complex structural analysis of bridge designs.
 The essential duties for a Transportation Engineer II, III, or IV include:
  • Assists in providing recommendations to the Motor Carrier Division for routing of overload vehicles.
  • Develops specifications for special bridge design details and projects.
  • Performs complex engineering design work such as development of layouts, sketches, plans, specifications, estimates and
    contracts.
  • Answers technical and policy questions related to bridge inspection and maintains bridge inspection data; analyzes data
    and provides summaries.
  • Ensures compliance with National Bridge Inspection Standards.
  • Performs complex structural analysis of bridge design.
  • Performs inspections, structural evaluations and analyses of bridges and related structures that have appraisal and
    condition ratings or are recommended for closure.
  • Recommends bridge replacement, bridge rehabilitation and repair of damaged bridge.
  • Reviews designs and detailed drawings of bridges and related structures prepared by other engineers and technicians. 
  • Designs highly complex bridge projects and performs specialized design.
  • Inspects structures for impact damage and construction problems and may design emergency shoring to prevent collapse of damaged structures. 

 Additional duties for a Transportation Engineer III, IV include:
  • Designs highly complex bridge projects and performs specialized design.
  • Inspects structures for impact damage and construction problems and may design emergency shoring to prevent collapse of damaged structures. 
  • Performs inspections, structural evaluations and analyses of bridges and related structures that have appraisal and condition ratings or are recommended for closure.
  • Rates and monitors load carrying capacities of bridges.
  • Recommends bridge replacement, bridge rehabilitation and repair of damaged bridges. 
  • Reviews shop drawings prepared by fabricators for bridges and related structures. 
  • Performs other job responsibilities as assigned. Must be able to drive for the Agency.
Additional duties for a Transportation Engineer IV include:
  • Coordinates and monitors consultant contracts related projects. 
  • Maintains a critical bridge list and coordinates with the Bridge Division, area engineers and other district staff on critical findings involving state maintained bridges to have them posted, repaired or closed to the traveling public.
  • Recommends prioritization of bridge replacement, bridge rehabilitation and repair of damaged bridges. 
  • Ensures compliance with National Bridge Inspection Standards. 
Minimum Qualifications:Education: 

Bachelor's Degree in engineering or related science bachelor's or higher degree accepted by TX PELS.

Experience: 

Transportation Engineer II: 5 YEARS in Transportation engineering or related engineering experience

Transportation Engineer III: 6 YEARS in Transportation engineering or related engineering experience

Transportation Engineer IV: 7 YEARS in Transportation engineering or related engineering experience

For All Levels: (Experience can be satisfied by full time or prorated part time equivalent). Related graduate level education may be substituted for experience on a year per year basis. Substitutions for Minimum Qualifications Substitutions for Minimum Qualifications

Licenses and Certifications:
  • Valid driver's license. This position requires driving a state vehicle.

  • Licensed Prof Engineer*

  • If performing underwater bridge inspections: Must have Open Water Diver certification.

  • For Bridge Inspection: Must have completed a comprehensive training course based on the Bridge Inspector's Training Manual or NICET Level III or IV certification in Bridge Safety Inspection within (1) year of date of hire. 

*Professional engineers licensed in another state in the United States, but not currently licensed in the State of Texas, must (1) meet the license requirements of the State of Texas Engineering Practices Act, (2) obtain a professional engineering license from the State of Texas within six (6) months of the date of hire, and (3) sign an agreement to that effect as a condition of employment.

Competencies:The competencies for a Transportation Engineer II, III, or IV include:
  • Highway construction design applications 
  • Standards and specifications for bridge and other transportation structures
  • Fatigue and fracture mechanics 
  • Bridge construction and evaluation methods, procedures and regulations 
  • Bridge inspection and appraisal methods and procedures 
  • Foundation analysis programs 
  • Computerized structural analysis techniques 
  • Contract development and oversight
  • Planning, coordinating and handling multiple projects within area of responsibility to meet short-term and long-term deadlines
Physical Requirements and Working Conditions:
  • Light work: Lift up to 20 lbs. at a time and frequently lift or carry objects 10 lbs. or more.
  • Repetitive Motion-substantial movements of the wrists, hands, and fingers
  • Close Visual Acuity-work includes data/figures; view a computer screen; extensive reading
  • Subject to environmental conditions; protection from weather but not temperature changes
  • Subject to hazards-moving vehicles/mechanical parts, high places/heat, or chemicals
  • Climbing - ascending/descending ladders, stairs, scaffoldings, ramps, etc.
  • Kneeling-bending legs at knee to come to a rest on knee(s)
  • Reaching-extending hand(s) and arm(s) in any direction
  • Standing-prolonged periods of time
  • Lifting-raising objects from lower to higher position/horizontally to a different position
  • Grasping-applying pressure to an object with fingers and palm
  • Talking-expressing or exchanging ideas by spoken words 
  • Hearing-perceive sound at normal speaking levels; receive information by oral communication
