About the position

ING is seeking a highly organized, persistent, and delivery-oriented Infrastructure Project Manager to support a strategic, business-wide initiative in the United States. Reporting to the Head of Infrastructure, Americas, this consultant will translate agreed direction into clear actions, owners, milestones, dependencies, and decisions, and actively drive delivery across locally and globally distributed infrastructure teams. A key priority will be coordinating infrastructure and connectivity work supporting the evolution of INGโ€™s U.S. payments capabilities, including secure and resilient connectivity between central payments technology, ING connection hubs, approved hosting environments, and external financial infrastructure. The target design may involve public cloud, connection-hub locations, a controlled local hosting solution, or a combination of these components. The Head of Infrastructure and appropriate technical and governance stakeholders will determine direction; this role will organize and drive the resulting execution. The consultant will also help coordinate infrastructure-related technology-readiness and remediation activities identified through internal assessments and applicable regulatory guidance. This will allow the role to connect infrastructure delivery with the processes, controls, documentation, evidence, and operational-readiness outcomes required for the broader U.S. strategic initiative. This is first and foremost a project delivery and execution role. Deep technical architecture expertise or deep regulatory subject-matter expertise is not required. The strongest candidate will establish structure quickly, ask the right questions, follow up persistently, remove ambiguity, elevate blockers, and create momentum across teams without relying on direct authority. Experience managing infrastructure or regulatoryโ€‘driven technology projects is beneficial but not intended to make the profile overly narrow.

About the department

ING Americas Technology supports local business delivery while operating within INGโ€™s global technology model. Much of the infrastructure capability and subjectโ€‘matter expertise required for this initiative is distributed across global teams. The U.S. Infrastructure team coordinates local priorities and timelines with global engineering, platform, network, cloud, security, architecture, and operational teams.

Responsibilities
  • Act as the execution lead for priorities established by the Head of Infrastructure, Americas, converting direction and technical decisions into actionable delivery plans.
  • Create and maintain workplans, milestones, owners, dependencies, decision points, risks, issues, and target dates across assigned infrastructure initiatives.
  • Proactively follow up on actions and deliverables across local and global infrastructure teams, sustain momentum, and elevate blockers with clear impacts and options.
  • Coordinate end-to-end infrastructure delivery for the U.S. payments-connectivity scope, including dependencies across central payments technology, connection hubs, hosting, network, cloud, cybersecurity, environments, testing, operational readiness, and handover.
  • Support delivery planning for the hosting and connectivity direction selected by infrastructure leadership, including public cloud, connection-hub locations, and controlled local hosting or dataโ€‘center solutions where required.
  • Organize working sessions, accurately document decisions and actions, confirm accountable owners, and follow through to closure.
  • Maintain an integrated critical path and identify where global approvals, engineering capacity, vendor delivery, control requirements, or technical decisions may affect initiative timelines.
  • Coordinate infrastructure testing, connectivity validation, resilience and recovery testing, security validation, production-readiness reviews, cutover planning, and operational handover.
  • Help define and document local and global support responsibilities, including service ownership, monitoring, access, change, incident, vendor, and escalation arrangements.
  • Drive infrastructure-related technology-readiness and remediation actions by organizing work, identifying required subjectโ€‘matter experts, tracking documentation and evidence needs, and escalating impediments to the appropriate decisionโ€‘makers.
  • Connect infrastructure delivery activities with broader technologyโ€‘readiness commitments so that build decisions, controls, documentation, and regulatoryโ€‘readiness outcomes remain aligned.
  • Maintain clear, traceable records of requirements, decisions, approvals, plans, test results, control evidence, and handover materials.
  • Provide concise status reporting to Infrastructure and initiative leadership, clearly distinguishing completed work, current priorities, overdue actions, critical dependencies, decisions required, and support needed.
  • Support additional U.S. Infrastructure priorities where strong project organization and crossโ€‘team followโ€‘through can relieve delivery pressure and improve execution.
Qualifications and Competencies
  • 7+ years of project or program management experience delivering complex technology initiatives in a large, matrixed organization.
  • Demonstrated ability to create structure from ambiguity and translate broad objectives into practical plans, owners, milestones, and followโ€‘up routines.
  • A persistent, actionโ€‘oriented delivery style with a track record of driving commitments, surfacing blockers, and moving work to closure across teams without direct reporting authority.
  • Strong dependency, criticalโ€‘path, RAID, decisionโ€‘log, actionโ€‘tracking, and governanceโ€‘management skills.
  • Ability to facilitate technical working sessions, capture decisions accurately, ask clarifying questions, and translate technical discussions into executable actions.
  • Strong stakeholder management across local and global teams, including the confidence to challenge constructively and raise when progress is at risk.
  • Clear written and verbal communication, including concise reporting for senior technology stakeholders.
  • Strong documentation discipline and the ability to maintain traceable, reviewโ€‘ready project records.
  • Comfort operating in a regulated financialโ€‘services or similarly controlled environment.
  • Working knowledge of project delivery and collaboration tools such as Azure DevOps/Boards, Jira, ServiceNow, Confluence, SharePoint, or comparable platforms.
  • Preferred: Experience managing infrastructure, network, cloud, datacenter, platform, connectivity, or operationalโ€‘resilience projects.
  • Sufficient infrastructure fluency to understand dependencies, challenge timelines, and coordinate technical subjectโ€‘matter experts without serving as the solution architect or engineer.
  • Experience coordinating globally distributed infrastructure or engineering teams in a matrixed operating model.
  • Experience delivering technology initiatives involving regulatory, audit, controlโ€‘remediation, documentation, or evidence requirements.
  • Familiarity with FFIEC, NYDFS, NIST, ISO 27001, or comparable technologyโ€‘control frameworks.
  • Experience with payments infrastructure, clearing networks, centralโ€‘bank connectivity, or other highly controlled external connectivity is advantageous but not required.
  • Relevant projectโ€‘management certification such as PMP, PgMP, PRINCE2, or equivalent practical experience.

Hourly Rate: $112-138
