Job description

This is a Full-time onsite position located in San Diego, CA. Position Summary: 

The Vice President of Corporate Compliance & Risk Management serves as the organization's executive compliance leader, responsible for the strategic direction, governance, and continuous enhancement of a comprehensive enterprise-wide compliance and ethics program. This role provides executive oversight and accountability for regulatory compliance across all current and future lines of business, including senior housing, skilled nursing, community-based services (Program of All-Inclusive Care for the Elderly), home-based care programs, and other regulated healthcare operations. The Vice President partners closely with executive leadership, governing boards, division leaders, and operational teams to ensure regulatory excellence, ethical business practices, enterprise risk mitigation, and long-term organizational sustainability. This position operates with significant influence across the organization and provides strategic leadership to division compliance functions through a matrixed governance structure.

Key Responsibilities: 
  • Lead the enterprise compliance strategy and oversee the design, implementation, and continuous improvement of a comprehensive corporate compliance program.
  • Establish organizational compliance governance frameworks, standards, policies, and performance metrics across all service lines and locations.
  • Lead enterprise risk management initiatives, including identification, assessment, prioritization, mitigation, and reporting of strategic, operational, regulatory, financial, and reputational risks.
  • Partner with insurance, safety, clinical, operational, and legal stakeholders to manage organizational risk exposure and support proactive risk reduction strategies.
  • Serve as a strategic advisor to executive leadership, board committees, and governing bodies regarding compliance risks, regulatory developments, and enterprise-wide program effectiveness.
  • Provide executive oversight of regulatory change management and ensure proactive organizational readiness for emerging requirements.
  • Direct enterprise guidance and/or responses to regulatory surveys, audits, investigations, and enforcement actions, including executive oversight of corrective action planning.
  • Maintain accountability for enterprise compliance risk management processes, including risk assessments, monitoring activities, trend analysis, and mitigation strategies.
  • Provide strategic leadership to division compliance leaders and foster alignment across a complex multi-entity, matrixed organization.
  • Champion a culture of ethics, integrity, accountability, and compliance throughout the organization.
  • Oversee enterprise auditing, monitoring, and compliance analytics programs to identify risks and drive continuous improvement.
  • Ensure effective investigation, resolution, and reporting of compliance concerns, hotline reports, and potential misconduct matters.
  • Develop executive-level compliance education strategies and ensure organization-wide awareness of regulatory obligations.
  • Partner with operational, clinical, legal, and executive leaders on strategic initiatives, growth opportunities, acquisitions, integrations, and new business ventures.
  • Provide executive oversight of privacy, HIPAA, and information governance programs.
  • Prepare and present enterprise compliance reports, risk assessments, and strategic recommendations to executive leadership and governing boards.
  • Represent the organization with regulatory agencies, industry associations, and external stakeholders as appropriate.
Qualifications: Education: 
  • Bachelor’s degree in healthcare administration, business, law, or related field required;
  • Master’s degree, Juris Doctor, or other advanced degree strongly preferred.
Certifications:
  • Healthcare compliance certification (CHC, CHPC, CCEP, CPHQ, or similar credential) preferred.
Experience: 
  • Minimum of five (5) progressive leadership experience in healthcare compliance, regulatory affairs, risk management, or related disciplines, including significant experience leading enterprise-wide compliance functions within complex, multi-site healthcare or senior services organizations.
  • Demonstrated success advising executive leaders and boards, leading large-scale compliance initiatives, and overseeing regulatory operations across multiple business lines is required.
