Job description

TransCore (TRN), a subsidiary of ST Engineering, is seeking a talented Sr DevOps Engineer to join our Smart Mobility team in Austin, Texas.

Summary – About the Role
TransCore is building Smart Mobility, a cloud-native mobility platform that lets people move through tolling, parking, and transit from their phone, and connects the agencies, partners, and consumer apps behind it. We are looking for a Senior DevOps Engineer to build and run the delivery pipelines, cloud infrastructure, and observability that get that platform to production safely and repeatedly.

This is a hands-on senior individual contributor role. You will own infrastructure as code across the full environment pipeline, build the CI/CD that engineering ships through, and make the platform observable and recoverable. The environment is being stood up now, so you are building the foundation rather than inheriting one.

Reporting & Organizational Context

This role reports to the Director, DevOps & Release Engineering, as part of a shared services DevOps team and partners with the Smart Mobility Architecture function, which owns target-state infrastructure design and standards, and with the Platform Engineering organization, whose shared capabilities you consume rather than duplicate.

You are the DevOps counterpart to the Smart Mobility software, mobile, and QA Automation engineers. Where they own application code and test suites, you own the path that code takes to production and the infrastructure it runs on.

Location and Work arrangement

Ideally this position will be based in Austin, Texas, but we will consider Atlanta, GA, Nashville, TN or Harrisburg, PA. Will consider remote applicants for the right skillset. Position may be hybrid, with a blend of in-office and remote work. Occasional travel may be required based on business needs. Relocation is available for the right candidate.

Essential Duties and Responsibilities

CI/CD and Release Automation:

  • Pipeline ownership: Design, build, and maintain build, test, and deployment pipelines in Azure DevOps, with quality and security gates enforced in the pipeline rather than by convention.
  • Deployment strategy: Implement repeatable, low-risk deployments across the environment pipeline, including blue/green or canary patterns, automated rollback, and database migration handling.
  • Release enablement: Automate versioning, artifact management, and environment promotion so releases are routine and auditable.
  • Test integration: Work with QA Automation to wire smoke, regression, API, and performance suites into the pipelines and make the results visible at the gate.

Infrastructure as Code and Cloud Platform:

  • Infrastructure as code: Own the Azure infrastructure definition in Terraform or OpenTofu, including module structure, state management, and drift detection, with no manual portal changes as the standard.
  • Environment pipeline: Build and maintain the Dev, QA, UAT, Staging, Production, and Pilot environments so they are consistent, reproducible, and cheap to rebuild.
  • Container platform: Operate containerized workloads on Azure, including registries, Kubernetes or Azure Kubernetes Service, autoscaling, and resource right-sizing.
  • Cost discipline: Track and report cloud spend by environment and service, and drive out waste as the platform grows.

Reliability, Observability, and Security:

  • Observability: Build the logging, metrics, tracing, and alerting layer so failures are detected and diagnosed quickly, and so service level objectives can be measured rather than asserted.
  • Telemetry standards: Own the OpenTelemetry standard for the platform, including instrumentation guidance, collector and exporter configuration, and sampling, so traces, metrics, and logs land usefully in Dynatrace and the Grafana stack instead of accumulating cost.
  • Reliability engineering: Implement backup, recovery, and failover, run recovery testing, and support incident response and post-incident follow-up.
  • Security and compliance: Implement secrets management, identity and access controls, network controls, vulnerability and dependency scanning, and the pipeline controls needed to support PCI-DSS.
  • Identity and access standards: Implement workload and pipeline identity using OAuth 2.0 and OpenID Connect, managed identities, and federated credentials, and drive out long-lived static secrets and shared service accounts.

Collaboration and Enablement:

  • Developer experience: Give engineers fast feedback, self-service tooling, and local and preview environments that behave like production.
  • Documentation and standards: Document infrastructure design, runbooks, and operational procedures, and set the DevOps standards the team follows.
  • Agile delivery: Work in sprints alongside the engineering team, provide realistic estimates for automation work, and take part in code review for both infrastructure and pipeline code.

Requirements and Qualifications

  • Bachelor’s degree in Computer Science, Engineering, or a related field, or equivalent practical experience.
  • 7+ years of professional DevOps, platform, or site reliability engineering experience, with a strong automation focus.
  • 3 to 6 additional years of experience as a Software Engineer.
  • Deep hands-on experience building and maintaining CI/CD pipelines, including declarative or YAML pipeline definitions, environments, approvals, and artifact management. Azure DevOps is the platform in use today, so Azure DevOps experience is preferred, but strong GitHub Actions, GitLab CI, or Jenkins experience with only passing Azure DevOps exposure is welcome if you can transfer that knowledge quickly.
  • Strong infrastructure as code experience with Terraform or OpenTofu, including reusable modules, remote state, and plan review discipline.
  • Demonstrated experience operating cloud-native workloads on Azure, including networking, identity, and managed data services. Strong AWS or GCP experience considered with some Azure exposure.
  • Strong experience with Docker and container orchestration, preferably Kubernetes or Azure Kubernetes Service.
  • Scripting proficiency in PowerShell, Bash, and Python.
  • Practical experience with monitoring, logging, and APM platforms such as Dynatrace, the Grafana stack (Grafana, Prometheus, Loki, Tempo), Azure Monitor and Application Insights, or the Elastic stack. Dynatrace is in use today.
  • Working knowledge of OpenTelemetry, including instrumentation, collectors, exporters, and how to standardize telemetry across services rather than per team.
  • Working knowledge of authentication and authorization standards and cloud security practices, including OAuth 2.0 and OpenID Connect, JWT, service principals and managed identities, TLS and mTLS, certificate lifecycle management, and secrets management.
  • Solid networking fundamentals, including TCP/IP, DNS, routing, firewalls, and load balancing.
  • Enough application development background to read and debug application code, ideally C# and .NET, and to be a credible partner to the engineering team.

Preferred Qualifications

  • Experience supporting event-driven systems built on message queues or streaming platforms such as Azure Service Bus, Event Hubs, or Kafka.
  • Experience defining and operating against service level objectives and running incident and on-call practices.
  • Experience in a PCI-DSS or comparable regulated environment, including audit and evidence collection.
  • Experience with policy as code, compliance as code, or automated drift and inventory validation against a defined architecture model.
  • Experience with Azure Resource Graph, Bicep, or ARM templates in addition to Terraform or OpenTofu.
  • Experience with cloud migration, including on-premises-to-cloud and cloud-to-cloud moves, and hands-on delivery of Microsoft Cloud Adoption Framework (CAF)-aligned solutions such as multi-tenant Azure landing zones, to support future migrations of Infinity, Inference, and other platforms to Azure.
  • Experience administering Dynatrace, including OneAgent deployment, management zones, dashboards, and service level objective configuration.
  • Experience running the OpenTelemetry Collector at scale or migrating from vendor agents to OpenTelemetry instrumentation.
  • Experience supporting mobile application build and release pipelines for iOS and Android.
  • Experience standing up DevOps practice for a new product or team rather than maintaining an established one.
  • Background in mobility, transportation, tolling, parking, or logistics technology.
  • Experience using approved AI-assisted engineering tools responsibly to accelerate automation and troubleshooting.
