Description

SAIC is looking for a Senior Acquisition Planner / Contracting Consultant to join an exciting program in Springfield, VA. This role provides strategic consulting by leveraging expertise in federal contracting and acquisition processes. This position applies critical thinking and knowledge to propose creative and flexible acquisition and contracting strategies, assists in defining and drafting contract requirements and planning documentation, conducts policy research, and provides recommendations for problem resolution in areas such as contractor performance, contract incentives, policy limitations, and emergent timelines.

JOB DUTIES:

  • Providing advice to Program/Project Managers regarding acquisition strategies, contracting, budgeting, and execution.
  • Supporting the development of procurement requests, sole source justifications, statements of work, Contract Data Requirements lists (CDRLs), acquisition plans, justifications and approvals, request for proposals, technical advisory reports leading to the establishment of formal government contracts.
  • Training and coaching the government CORs through in-house training and workshops.
  • Assisting contracting officer’s representatives (CORs) with their duties, such as oversight of contracts, inspections, review of contract data requirements lists (CDRLs), and review contract financial plans and spend plans.
  • Supporting formal cost estimations and assessments through the life cycle from pre-acquisition through project sustainment.  
  • Leading and advising on market research techniques.
  • Providing program element coordination, staffing and monitoring; advise and assist government customer regarding funding commitments, obligations, and expenditures.

Qualifications

REQUIRED EXPERIENCE AND CLEARANCE:

  • Bachelor's degree in Business Management, Finance, Project Management or related degree and eighteen (18) years of experience; additional years of experience may be substituted in lieu of a degree.
  • Experience supporting DoD or IC Project with contracting responsibilities.
  • Experience as a federal contracting officer, contract specialist, and/or contracting officer’s representative (COR).
  • Experience in planning cost-reimbursement type contracts and/or sole source services contracts.
  • Experience with classified contracts.  
  • Experience with leading or advising on market research techniques.
  • Experience with formal cost estimating and assessments.
  • Candidate must be a US Citizen.
  • An active TS/SCI security clearance with the ability to complete a counter-intelligence (CI) scope polygraph (post-hire). 

Target salary range: $160,001 - $200,000. The estimate displayed represents the typical salary range for this position based on experience and other factors.
