Job description

The Senior Quality Assurance Specialist – Civil supports the DOD and reports to the Project Manager. This position is 100% on-site.
Street Legal is currently seeking a Senior Quality Assurance Specialist - Civil to join our project in West Point, NY.
The Senior Quality Assurance Specialist – Civil duties and responsibilities include:
  • Submit daily Quality Assurance (QA) Report that documents all construction activities observed, lists any noted deficiencies from the contract documents, describes all Quality Control (QC) tests witnessed and maintains a running list of any required corrective actions and their status.
  • Submit comments on the interpretation of plans and specifications for Government use in Contractor disputes upon request, typically within three days.
  • Submit reports on observed QA testing, including details such as test name, date, location, purpose, results, and other relevant factors, within one day of the test.
  • Submit reports on observed construction activities, detailing the activity, date, time, location, and any occurrences that may affect quality, within one day of the observation.
  • Submit a report detailing potential solutions to problems arising from augmented requirements (e.g., weather, unforeseen site conditions), typically within two days of identification.
  • Submit reports on health and safety nonconformance within one working day. For serious violations, provide immediate telephonic notification.
  • Submit comments upon review of the construction Contractor's daily quality control (QC) reports within one day.
  • Submit comments on the construction Contractor's monthly schedule update, reviewing for adherence to contractual requirements, within two days of receipt. Submit comments on the construction Contractor's monthly progress payment request, providing a technical review of claimed work-in-place, within two days upon receipt of the payment requests.
  • Submit minutes of attended meetings, including a list of action items ('due outs'), key decisions, and new issues within two days of the meeting.
  • Submit a technical evaluation of a Contractor's change order proposal, providing analysis of the scope of work, labor hours, and rates for the COR's use.
  • Submit comments on the construction Contractor's monthly project schedule update, addressing tasks completed, identified delays, and proposed changes.
  • Submit cost reports, which may include cost estimation, or analysis of quantities, within two days of receipt.
  • During the pre-final and final inspection phases of project closeout, the Contractor shall submit a daily inspection report documenting all newly identified punch list items, the status of previously identified items, and any associated findings, recommendations, or documentation to support that the problem arose from an outside entity.
  • Input data into the USACE RMS and/or CMP program to maintain project awareness and electronic documentation as appropriate.
  • Technical Reviews of Contract Documents including Submittals, Requests Proposal (RFPs), Requests for Information (RFIs), and Scopes of Work (SOWs)
  • Submit detailed technical review comments on documents, citing specific deficiencies and referencing the correct contract requirements. The review shall identify any potential design flaws, incorrect citations, and/or non-compliance and provide a formal recommendation.
  • Submit comments on construction plans, drawings, and specifications, citing deficiencies related to biddability, constructability, operability requirements, and incorrect citations within five days.
  • Submit comments on a draft RFP, citing any specific deficiencies and referencing appropriate information or requirements for Government consideration.
  • Submit draft response to RFI(s), ensuring the analysis is based on requirements and sound engineering judgment, with the draft response being prepared for Government review and final issuance.
Specific Civil Requirements Include:
  • Submit comments and provide technical oversight to ensure compliance of subsurface conditions and surface features.
  • Observe and report deviation from EOR approved blasting plans. Monitor implemented vibration monitoring program. Identify any exceedances to the project team and other designated individuals or entities immediately.
  • Review prepared subgrade conditions prior to subsequent construction activities. Immediately notify the Government of any suspected deviations from the conditions specified in the contract documents or geotechnical reports and submit a formal report documenting the suspected deviation for subsequent review by the EOR.
  • Review support of excavation is in accordance with the soil classification and observed condition.
Requirements:
  • BS Degree in Construction or Engineering
  • 15 or more years of experience performing significant (i.e., more than 15 years of fieldwork) experience in a wide range of construction activities performing a similar role on large-scale projects.
  • Advanced degrees and certifications may be acceptable in lieu of field experience.
  • Due to the nature of government contract requirements, U.S. citizenship is required.
