The Process Safety Engineer has a passion for process safety (OSHA 29CFR 1910.119) and provides leadership and direct support to ensure the Process Safety Management (PSM) program and execution effectively addresses risk and meets compliance requirements. The PSM Engineer develops and works from a comprehensive plan, achieving results through relationships, technical ability, assessing progress through metrics, while driving accountability and a sense of urgency throughout the organization. The PSM Engineer develops and aligns facility’s programs to LSB’s policies, facilitates ownership at all levels in the plant with a strategic focus on operators, maintenance, and engineering personnel as the customers. Critical thinking is used by the successful candidate to provide innovative solutions and flexibility in support of production.

Primary Responsibilities:

  • Achieve a detailed understanding of PSM risks and controls at the facility including program health and compliance status.
  • Assist and align with the Safety & Process Safety leader and facility leadership in the development of short and long-term PSM objectives, targets, strategies, and measures that prioritize and mitigate risk.
  • Execute against a developed annual H&S and PSM plan using a systematic approach with effective and transparent measures. 
  • Maintain detailed connection to the operating units, maintenance activities, and project engineering such that risks and projects are understood.  Build knowledge and expertise in plant systems to drive progress, change, repairs, and solutions to day-to-day problems and challenges. Remove barriers to progress.
  • Maintain and improve required OSHA PSM programs for the Cherokee, AL site ensuring that the site meets or exceed regulatory requirements as a PSM chemical facility. 
  • Maintain and utilize industry leading PSM metrics including but not limited to API-754 events, Safety System activations, Management of Change (MOC) and PHA Recommendations tracking, ensuring visibility to drive performance
  • Coordinate with engineers, maintenance and leadership team on the collection and management of site Process Safety Information, ensuring easy access for use and inspections.
  • Support site Process Hazards Analysis (PHA), work toward becoming a certified PHA leader if not already qualified. Support/drive resolution of PHA recommendations.
  • Support coordination of Layers of Protection Analysis (LOPA), support/drive resolution of LOPA recommendations.
  • Work collaboratively with LSB Corporate EHS/PSM team and other LSB sites to develop the overall capability, driving for best practice and consistency.
  • Maintain a scheduled cadence of employee and leadership interactions focused on Safety and PSM to increase knowledge, drive awareness and accountability, while developing employees.
  • Drive good records management to ensure the robust program, discipline and ‘inspection ready’ status. 
  • Provide facility personnel with timely technical support, guidance, and resources to maintain compliance with applicable OSHA laws, regulations, company performance standards and site procedures.
  • Work with the site reliability team to ensure required inspections are scheduled, coordinated with outages, conducted, records kept, findings understood and addressed per expert recommendations.
  • Conduct periodic system self-assessments and support PSM audits to ensure the site is prepared to demonstrate a robust and compliant program to regulatory inspectors. 
  • Coordinate with the Environmental Lead on site EPA Risk Management Plan (RMP), RMP events and PSM incidents, ensuring appropriate, timely and effective corrective actions.
  • Over time, develop expertise in Root Cause Analysis techniques including, Cause Map, Apollo, FMEA, 5-Why and/or Fault Tree analysis.
  • Engage in capital and expense project planning and execution to ensure MOC’s and Hazops are conducted for applicable projects. 
  • Serve as the Subject Matter Expert and oversee the site MOC and PSSR programs, providing direct support and expertise in the process. 
  • Provide Process Safety Input to enhance the quality of operating procedures
  • Able to express ideas effectively in both individual and group situations.
  • Able to organize and express ideas clearly and effectively in written document. 

Required:

  • Bachelor's degree in an engineering discipline, chemistry, or related field.
  • Minimum of 5 years of experience in chemical or petrochemical, manufacturing, or related field. Process Safety experience is required. 
  • Good computer skills, MS Office, and some database exposure

Preferred:

  • Formal training and experience in conducting and leading PHA’s
  • Formal training or experience in conducting LOPA’s 
  • Exposure or basic understanding of Safety Instrumented Systems (SIS), SIF’s and SIL’s
  • Certified Safety Professional or Associate Safety Professional 
  • Skilled in RCA methodology.
  • Exposure and skill in PHA software.

Physical Requirements:

Successfully pass annual physical examinations, hearing screening, pulmonary functions studies and respirator fit tests as required by site and role. Able to climb at least 3 flights of stairs without a break. Able to routinely push, pull, carry, and lift twenty-five (25) pounds a distance of up to 200 feet while performing norm unit operations. Able to climb vertical ladders, including caged ladders, and to work at heights in excess of 100 feet. Ability to respond in high stress situations (such as unplanned plant shutdowns or evacuations) without physical impairment.
