Health Systems Clinical Specialist Sr.

J P Systems provides professional services for large Federal Healthcare IT projects. Be part of a team influencing the future of clinical data management by helping us analyze and improve workflows across the Federal Government.

This position requires expertise in informatics and terminology standards. This isnot a medical billing or coding position.

Responsibilities of the Health Systems Clinical Specialist Sr.:

  • Provide support for managing clinical data sets and clinical workflows used to define specific use cases in preventing and managing acute and chronic diseases.
  • Work with technical and clinical SMEs to analyze and identify requirements for clinical decision support tools
  • Work with performance measurement SMEs to identify the optimal use of taxonomies for performance measurement.
  • Develop and/or update clinical reminder taxonomies (value sets) based on use cases for:
    • Clinical decision support tools
    • Performance measurement (e.g., HEDIS)
    • Programmed alerts to providers
  • Establish inclusion and exclusion requirements for taxonomies.
  • Work with VA Program Offices to update and refine taxonomies.
  • Employ a deep understanding of ICD-10-CM, ICD-9-CM, ICD-10-PCS, CPT, HCPCS, and SNOMED CT to determine codes that should be included or excluded from a taxonomy.
  • Develop programs for data extraction, data sets, and reports for performing gap analysis of terminology standards and health data standards for clinical reminder taxonomies (value sets).
  • Specifically, address the impact of annual or semiannual updates to coding systems on taxonomy maintenance
  • Utilize knowledge of the development, evaluation, refinement, and maintenance of coded value sets (e.g., VSAC) that may be used for building taxonomies used by clinical reminders and other logic artifacts in the VA Vista EHR.
  • Review, refine, and update multiple domain-specific taxonomies for clinical and health data to ensure accurate classification and organization.
  • May work on cross-functional agile teams to support new clinical applications and product offerings, including analysis, design/build, development, testing, implementation, deployment/roll out, maintenance, quality assurance, troubleshooting, and/or upgrading existing clinical systems in VistA or Cerner Millennium.
  • May develop reports and documents on project/task order activities including project design, methodology, findings or results, and recommendations based upon data analysis.
  • May work with SMEs, Business owners, Product Owners, analysts, and developers on agile teams in the development and implementation of clinical reminder templates, clinical documentation templates, clinical pathways, performance measurements, and protocols in VistA or Cerner Millennium.
  • Perform data mapping of source terms to target terminology standards with terminology management tools for data exchange and integration with other healthcare information systems or third-party applications.
  • Develop and maintain Standard Operating Procedures (SOPs), internal process documents, business rules, reference guides, and other documents as required by the customer.
  • Provide ongoing project status and updates to customers utilizing dashboards, presentations, graphs, and deliver predefined deliverables to the client.
  • Identify complex health data issues, key policy issues and priorities, root cause analysis, workflow inefficiencies, design failures, alternative strategies, and propose recommendations to program managers and customers.
  • Perform additional activities and tasks as needed to accomplish customer requests or other project objectives/goals.

Project Requirements:

  • Working experience with VA EHR platforms CPRS, VistA, and Oracle Cerner Millennium is desired.
  • Experience with developing or working with clinical decision support tools is highly desired
  • Experience implementing and optimizing performance measurement (e.g., HEDIS, MIPS, CMS Quality Payment Program, Medicare Advantage, etc.) is desired.
  • Experience with Agile methodology, Scrum framework, and Scaled Agile Framework (SAFe) is desired.
  • Demonstrate strong written communication through the creation of technical and process documents
  • Analytical and problem-solving skills, with the ability to analyze complex clinical data and identify areas for improvement.
  • Familiarity with common data analysis tools and platforms (e.g., SQL, Python, R) is beneficial
  • Prior working experience and in-depth knowledge of terminology and data standards (SNOMED CT, LOINC, RxNorm, HL7, FHIR, CDA) and coding/classification systems (ICD-10, CPT, HCPCS, HEDIS measures), ontologies (OWL), and natural language processing (NLP).

Skills and Qualifications:

  • 5 - 9 years' experience required for this role.
  • Prior clinical experience and background in healthcare is required.This includes a detailed understanding of disease processes, preventive measures, diagnostic and therapeutic procedures, and other treatment modalities.
  • Experience researching the meaning of healthcare concepts using peer-reviewed resources is required.
  • Experience working with the Department of Veterans Affairs is preferred.
  • Strong application of informatics principles and computer skills for complex clinical data analysis
  • Good analytical mindset, detail-oriented and very meticulous.
  • Must be able to understand complex verbal instructions, independently research solutions, and deliver on tight deadlines
  • Able to multitask and handle multiple priorities with a calm, positive attitude, and professional manner.
  • Ability to communicate effectively in written and verbal form.
  • Demonstrated ability to be a self-starter and be able to work with all types of personnel with a professional attitude.
  • Excellent problem-solving skills and the ability to work independently as well as collaboratively in a team environment.
  • Comfortable working with and taking direction from VA Staff members.
  • Strong communication skills to effectively collaborate with stakeholders and present complex ideas and solutions in a clear and concise manner.

Educational Requirements:

  • A master's degree or bachelor's plus 2 years relevant experience, or associate's + 4 years relevant experience is required in Medicine (MD, DO, NP, or PA), Nursing, Pharmacy, or Physical Therapy
  • Experience in a related scientific discipline such as Health Informatics, Computer Science, Computer Programming, or Information Systems is beneficial.

Educational Equivalents:

A bachelor's degree plus 2 years' experience may be used as an equivalent to a master's degree or an associate degree plus 4 years' experience may be used as an equivalent to a master's.
